About this file

This statement of work outlines requirements for the United States Coast Guard Pacific Area to replace outdated Cisco TelePresence video conferencing systems with Cisco Webex Desk Pro equipment. Specifically, the statement of work requires delivery of 20 Cisco Webex Desk Pro units to the Coast Guard Pacific Area office in Alameda, California by December 31, 2023. Coast Guard personnel will be responsible for installation and configuration of the new equipment in accordance with organizational policy. The replacement project aims to upgrade secure video teleconferencing capabilities for the Coast Guard after the existing Cisco TelePresence EX90 systems reached end of support and are no longer compliant with cybersecurity standards.

STATEMENT OF WORK (SOW)

1 Scope. USCG Pacific Area requires Secure Video Teleconferencing (SVTC) capability to conduct operations with CG, DoD, and other government agency partners. This procurement will replace existing SVTC hardware, which has reached end of support, with updated and commercially supported replacements-in-kind.

1.1 Background. USCG deployed the Cisco TelePresence System EX90 to satisfy the requirement for SVTC capability across multiple units. On 31 August, 2022 the Cisco TelePresence product line, including the EX90 units, reached end of support and is no longer supported by Cisco. Due to cybersecurity vulnerabilities inherent to obsolete, end of support systems, CG Cyber Command issued CGCYBER TASKORD 23-0022 on 18 May, 2023 directing the discontinued use of the EX90 and removal of all EX90 units from the enterprise network NLT 29 October, 2023. Since an enterprise SVTC solution has not yet been identified, CG Cyber Command and C5I Service Center recommend units replace their obsolete EX90 hardware with the Cisco Webex Desk Pro hardware.

2 Applicable Documents. All documents involved in the requirements section of the SOW must be listed in this section by document number and title. These documents may include Standards, Specifications and other reference documents needed to identify and clarify the work task or deliverable product. However, Department of Defense and Departmental Instructions are provided to control in-house work effort and should not be used in the SOW to control contractor effort. The exact version of any document cited in the SOW should be specified in this section.

2.1 CGCYBER TASKORD 23-0022 Cisco EX90 SVTC Discontinued Use due to End of Life (EOL)

2.2 C5ISC Advisory C5ISC-23-018 Cisco TelePresence EX90 Video Conferencing System: End of Life (EOL)

3 Requirements. The arrangement of technical tasks and subtasks within the Requirements section will be dictated by program requirements. If a WBS is being used by the program, tasks should be arranged in accordance with that WBS. It may help to have a general task to orient the planning and use of subsequent tasks. The following outline is a generalization. Care should be exercised to scope the program tasks to meet only the minimum needs for the phase SOW or requirements.

3.1 General. This requirement is for the order and delivery of 20 Cisco Webex Desk Pro units to CG PACIFIC AREA c/o PAC-6. This order is for hardware only; no on-site visit, labor, or technical support is required. No extended product warranty is required. The hardware shall be direct shipped to Alameda, CA. CG personnel will install and configure the devices in accordance with CG policy.
