Indefinite Delivery, Indefinite Quantity Contract

BASE CONTRACT STATEMENT OF WORK

Provide Scenario-Based Climate Change Adaptation Planning The contractor shall perform the work of this multiple award indefinite delivery indefinite quantity (IDIQ) contract to guide scenario-based climate change adaptation planning processes for the National Park Service (NPS).

BACKGROUND

The National Park Service Climate Change Response Program (CCRP) helps parks and partners understand and adapt to climate change. Since CCRP’s inception, the program uses scenarios to help parks work with uncertainty and envisage the extent and impacts of future climate change. Parks can then use these scenarios as a platform to help generate adaptation (management) options, which in turn can be used in planning and decision-making processes. CCRP has developed several different ways to use scenarios, based on the specific question/objective the park is trying to answer or accomplish. To learn more about the NPS approach to scenario-based adaptation planning, visit https://www.nps.gov/subjects/climatechange/scenarioplanning.htm.

NPS parks and programs may use scenarios to focus on a wide range of park issues, or they may focus on a very specific management question. Additionally, NPS parks and programs may use scenarios to explore adaptation options broadly for a park, or they may use scenarios to guide one or two specific park decisions. Time commitment can vary widely depending on the identified product and availability of NPS staff and may range from weekly to monthly meetings over 2-15 months, in addition to off-line meeting preparation and product development.

These scenario-based adaptation planning approaches are in high demand from parks Service-wide and exceed the capacity of CCRP staff to meet these needs in-house. The purpose of this IDIQ is to secure a Contractor to work with NPS Project Leads and Case Study Stakeholders to meet the needs of a variety of parks and program offices Service-wide to implement scenario-based adaptation planning.

OBJECTIVES

· Provide customized, high-quality scenario-based climate change adaptation planning services to NPS staff and partners interested in applying these tools to park planning processes and decision making.

· Integrate scenario thinking into NPS planning culture to help staff identify policies and actions that will be most effective across a range of potential futures and promote desired outcomes.

· Continue to explore and learn from different strategic planning and scenario planning frameworks, decision-making tools, and applications to improve their utility in NPS planning.

PEFORMANCE MEASURES

1. Inspection and approval of meeting agendas and supporting materials in advance of case study discussions.

2. Review, inspection, and approval of all draft and final deliverables.

ROLES

NPS Project Lead(s): The NPS Project Lead(s) assigned to a new task order under this IDIQ. Most often this includes one or more CCRP staff, but could include other NPS Washington, regional, or park staff.

Case Study Lead(s): The lead stakeholder(s) in a planning effort. This may be a park Superintendent, park division leads, Washington or regional planning staff assigned to the planning project, etc.

Subject Matter Experts(s): NPS staff and partners with knowledge and expertise regarding the resources, assets, management concerns, and other relevant information that is the subject of the planning exercise or management decision.

SCOPE

This IDIQ contract and subsequent task orders will complete the following tasks.

MANAGE AND FACILITATE THE SCENARIO PLANNING PROCESS

· Participate in a series of meetings, review source materials, and interview NPS Project Leads, project team, park and planning staff, and subject matter experts to clearly define the specific goals, scope, and audience for the identified product(s).

· Develop a workplan in collaboration with NPS Project and Case Study Leads that clearly describes the objectives of the task order, tasks to be completed, timeline, responsible parties, deliverables, communication strategy, and evaluation metrics. The specific scope, product(s), timeline, audience, etc. are defined in individual task orders.

· Schedule planning meetings (with assistance from NPS), develop, share, and revise meeting agendas based on team feedback, facilitate discussion, and share a summary of discussion, action items, and next steps following each planning meeting.

· Assist the NPS in organizing meeting logistics (location, meals, audio-visual support, etc.), as needed.

· Transcribe discussion outputs such as flip charts and Post-it notes into meeting notes.

APPLY SCENARIO-BASED ADAPTATION PLANNING APPROACHES

· Apply Contractor knowledge related to scenario-based adaptation planning, climate change, public lands management, and related fields, and work with NPS staff to integrate these materials into meeting design(s) and draft product(s).

· Apply knowledge related to scenario planning, e.g., the 2x2 matrix approach. Facilitate dialogue with participants to develop robust scenarios that integrate climate change projections and associated environmental effects, and economic, political, and social trends into National Park Service planning frameworks and decisions. Design and customize scenario tools and frameworks that are management-relevant, accessible to a general NPS audience, and enable participants to integrate science and other information to build plausible, relevant, challenging, and divergent scenarios.

· Design the project to encompass all important steps in the NPS adaptation planning process, including but not limited to use of scenarios to: (a) assess climate vulnerabilities and risks, alongside other drivers of change; (b) evaluate climate implications for management goals; (c) identify and evaluate potential adaptation strategies. Design and facilitate scenario exercises and outcomes so that they integrate into the NPS adaptation planning process as described in Planning for a Changing Climate (NPS 2021).

· Create and provide the materials needed for the scenario planning exercises, including presentation slides, templates, hand-outs, worksheets, and training materials (where applicable).

· Advise on any pre-reading material to be sent to participants in advance of scenario planning trainings, meetings, and/or exercises.

· Provide full facilitation services (in-person and virtual) throughout the adaptation planning process.

· Summarize the scenarios, implications, and potential actions of the scenario processes.

PRODUCT DEVELOPMENT AND COMMUNICATION

· Create draft products. Products will depend upon the objectives of the task order and may include planning guidance, training curricula, workshop reports, worksheets, adaptation menus, technical reports, or workbook.

· Manage and participate in the review process for draft products. Incorporate comments and provide revised drafts for subsequent review.

· Make copy/editing revisions to products to improve clarity of language for a broad audience using NPS report templates (where applicable) and meet Section 508 compliance requirements.

· Submit a final product(s) for acceptance.
