STATEMENT OF WORK

Mailing Equipment

Objective:

The Bureau of Land Management (BLM), Wyoming requires mailroom equipment for offices across the state which shall include meter rental, maintenance, USPS rate changes, electronic return receipt for USPS discounted rates, electronic delivery confirmation, electronic signature, electronic certified mail and operator training at 11 locations located throughout the State of Wyoming BLM Offices.

Base + 4 option years. In the Base year, all machines will be purchased. Option years will cover maintenance and meter rentals including postal rate changes. The initial purchase will include all configuration fees, printers, subscriptions, mail machines, and weighing platforms. Base year will also include meter rental, equipment maintenance and software license(s).

Technical Requirements

Training The Contractor shall provide 1 training to each BLM offices with up to 10 staff (at each office) who shall operate mailroom equipment. After training, contractor shall provide manuals for operational mailroom equipment.

Delivery/Setup The Contractor shall provide all delivery and set-up of equipment. Delivery of mailroom equipment shall be 21 days after receipt of order. Receipt of order shall be defined as the day the contract is signed/awarded by a warranted contracting officer.

Government Furnished The Federal Government (BLM) shall seek all necessary approvals for equipment/machines to be authorized on the network.

Government will furnish Point of Contact at each building after award.

Customer Service The Contractor shall provide customer service and any maintenance needed requirements within normal business operating hours. Normal business operating hours are defined as 8am-5:30pm Mountain Standard Time (MST).

Contractor Onsite Visitation Any contractor who visits a Bureau of Land Management office shall be escorted at all times and shall present proper identification upon arrival to any BLM office to appropriate authorities. Proper identification shall be defined as a state/federal issued identification card that properly displaces a photo and name.

Base Year –

Base year includes purchase of eight IX-7 or equivalent machines, three IX-5 AF machines, installation, training, setup, software license, label printer, configuration fee, and meter rental. Included in the cost is on-site maintenance (maximum 1 times per office) and on-line maintenance (no maximum).

Option Years – All Option Years cost shall include meter rental, configuration fees, equipment maintenance on-site (maximum 2 times per office per year) and on-line maintenance (no maximum). Also included shall be any future software licensing.
