STATEMENT OF WORK
Barber Services
I. Subject:
The Federal Bureau Of Prisons(FBOP), Federal Correctional Complex (FCC), Florence, Colorado intends to make a single award for the provision of barber services for male inmates housed at FCC Florence. The services will be performed on-site within the secure perimeter of a correctional facility. Due to the urgent and compelling need for continuity of service, a single contract award shall be made to a Contractor or firm who will be required to maintain two (2) licensed Barbers/Cosmetologists, who have completed their FBOP security background clearance requirements and security orientation training.
II. Background:
The Federal Bureau of Prisons (BOP) was established in 1930 to provide more progressive and humane care for Federal inmates, to professionalize the prison service, and to ensure consistent and centralized administration. The Federal prison system is a nationwide system of prisons and detention facilities for the incarceration of persons who have been sentenced to imprisonment for Federal crimes and the detention of persons awaiting trial in Federal court. The defined mission of the BOP is as follows:
It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.
As an agency under the Executive Branch of the United States Government, the BOP receives an annual appropriation of funds to accomplish its mission. The public trust demands that this annual appropriation be prudently managed. Monies spent to provide services to the inmate population must reflect the agency’s best efforts to obtain cost-effective services, consistent with community standards.
III. Place of Performance:
Barber services will be provided in designated rooms in the inmate housing units at the Federal Correctional Complex (FCC), 5880 State Highway 67 South, Florence, Colorado, 81226. For each Contract performance period, the Contractor shall be responsible for providing a specified number of service sessions (see section IV “Schedule of Performance” below). Invoices for payment shall be submitted to:

IV. Schedule of Performance:
The Contractor shall be required to perform an estimated two (2), seven (7) hour sessions each week, with an estimated one (1) extra session per month on an as needed basis dictated by delays related to security issues. This is an estimated total of one hundred sixteen (116) sessions per year. Sessions will be scheduled Monday through Friday, excluding Federal holidays, as mutually agreed upon between the Contractor and the FCC Florence Trust Fund Supervisor. Sessions shall be seven (7) hours in length and shall be ordinarily scheduled between the hours of 7:00 a.m. and 3:00 p.m. Specific days and hours and/or services during other hours and/or on weekends may be included but are subject to the mutual agreement of both parties. Changes in the schedule resulting from FCC security issues will be subject to the mutual agreement of both parties only. The Contractor will be paid a two hour call out fee at their current rate if they are turned away by the government. Beyond two hours, the rate will be by the half hour at their rate of pay, until the Contractor is notified to leave.
In the event of any Barber’s absence, the contractor shall provide replacement coverage.
V. Supplies and Equipment:
All equipment and supplies will be provided by the Federal Government.
Contractor will notify the Trust Fund Supervisor of equipment and supply needs.
VI. Method of Performance:
On-site barber services for inmates housed at FCC Florence through scheduled appointments and a weekly schedule arranged with the Trust Fund Supervisor.
VII. Scope of Performance:
The Contractor is advised that this contract is for services which are non-personal in nature. Definitions of non-personal service requirements are as follows:
• Payment is based on the provision of a specific end result or accomplishment of a specific result.
• The service is a contractual arrangement and not a personnel appointment.
• The service does not constitute an employer/employee relationship.
• The Contractor will not be subject to Government supervision, except for security related matters. However, Contractor performance shall be monitored by the Government staff.
Official Points of Contact: The Contractor shall designate an official Point of Contact (POC) for all administrative matters.
The Federal Correctional Complex (FCC) shall designate Official Points of Contact for the provision of barber services.
The respective points of contact shall handle all issues regarding service schedules, equipment and supply needs, and payment for services rendered.
VIII. Performance Conditions:
Award of this contract is contingent upon Federal Correctional Complex Florence, Colorado approval to receive Inmate Services funding.
Award of this contract will result in a contractual arrangement only and is not a personnel appointment; payment is based on an end product or the accomplishment of a specific result; the service does not constitute an employer/employee relationship; and the contractor will not be subject to government supervision, except for security-related matters. However, contractor performance shall be monitored.
Performance Period(s):
Base Year: Effective Date of Award (EDOA) through 12 months from EDOA Option Year 1: 13 months from EODA through 24 months from EDOA Option Year 2: 25 months from EDOA through 36 months from EDOA Option Year 3: 37 months from EDOA through 48 months from EDOA Option Year 4: 49 months from EDOA through 60 months from EDOA
IX. Inmate Management:
The Contractor shall not supervise or manage inmates. The Contractor shall provide barber services for inmates in designated areas of the institution(s).
Contractors shall notify the Contract Monitor (CM) or FCC staff designated by the CM immediately of disruptive behavior, inappropriate behavior, or a breach of security on the part of an inmate.
X. Qualifications:
The Contractor must be a certified/licensed Barber or Cosmetologist in any State.
XI. Program Management/Institutional Security:
A service log shall be maintained on-site for the Barber/Cosmetologist to record the date and time of the weekly sessions, the housing units served, and the approximate number of haircuts provided. The Contract Monitor or designee will verify the log entries.
The Contractor agrees to adhere to all regulations prescribed by the FBOP and the Institution. The Contractor shall not accept any gratuity or articles of value from an inmate, a member of an inmate’s family, or any other person connected in any way with the inmate. The Contractor shall complete an Institution security orientation program prior to being allowed to begin contract performance. The Contractor shall be paid for time spent in institution security orientations and/or other periodic security related training based on the pro-rated contract session price. All services are to be monitored as required by institution policy.
XII. Miscellaneous Information:
Any or all of the following investigative procedures may be applied and appropriate forms completed before any Barbers/Cosmetologists placed on site by the contractor are permitted in the institution:
1. National Crime Information Center (NCIC) Check.
2. FD-258 (Fingerprint Check)
3. Contractor Pre-Employment Form
4. Law Enforcement Agency Check
5. Vouchering of employers over the past five years for each individual or employee
6. Resume/Personal Qualifications
7. Authority of Release of Information
8. NACI Check/Background Investigation
9. OF-306 Declaration of Federal Employment
10. I-9 Employment Eligibility Verification Form
11. Residency Requirement Certification Form
Prospective Contractors are advised that security background investigative procedures normally take eight weeks to complete when they submit the required information to the FBOP in a timely manner.
Prospective Contractors are advised during the solicitation or quotation phase that a urinalysis test is required (for detection of marijuana and other drug usage). If the proposed contract is with a company and the individual(s) assigned to perform the work test(s) positive, the individual(s) shall be excluded from performing the contract and the Contractor shall provide acceptable replacement personnel subject to the same security requirements.
Prospective Contractors and/or Contractor Staff must satisfactorily complete all FBOP security background clearance prior to being accepted by the FBOP for performance of contract services. Under no circumstances shall contractor staff be allowed to perform contractual services prior to satisfactorily completing all subject requirements.
Once Contractor staff performing on-site services satisfactorily complete the required security background procedures, they shall be required to attend/complete a four-hour security orientation program prior to performing on-site services. Thereafter, each instructor shall be required to repeat the four-hour security training on an annual basis. Once initial training is completed, all instructors providing on-site services will be required to comply with all applicable Federal Bureau of Prisons security policies and procedures. Instructors shall be escorted at all times by FCC staff, and shall not be responsible for supervising or managing inmates. The Contractor shall be responsible for any reimbursement of their staff for attendance of this training.
By submission of a quote/bid/proposal, the contractor agrees to all the above requirements.
XIII. Payment Terms
Payment terms as specified in FAR 52.212-4(g) apply. The contractor shall provide a monthly invoice to the Federal Correctional Complex Florence Accounting Department which accurately reflects days worked, number of sessions, and the total amount due for the previous month’s services. The due date for making an invoice payment by the designated payment office shall be the 30th day after the designated billing office has received a proper invoice, or the government has accepted the services performed by the contractor. The contractor can, however, offer discount payment terms for prompt payments as specified in block 12 on the SF-1449 form of this solicitation.
