1.0 SCOPE OF WORK
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to replace an existing non-secure door and frame (Door # 107) with a new GSA Class 5 vault door, Federal Specification AA-D-600D, “Door, Vault, Security,” May 25, 2000. The left-hand swing, without optical device, door (7110-01-475-9598) to be fitted with FF-L-2937 mechanical combination lock in Building 820 (B820) at the 148th Fighter Wing (148FW), Duluth, MN. Door and frame installation must comply with DoDM 5100.76 Physical Security of Sensitive AA&E.

2.0 CONTRACTOR PERSONNEL
2.1 Contract Manager – The Contractor shall provide a Contract Manager who shall be responsible for all aspects of contract performance. An alternate manager shall be available when the Contract Manager is absent. The Contract Manager or alternate shall have full authority to act on behalf of the Contractor on all matters affecting this contract.
2.1.1 The Contract Manager or alternate shall be available during normal duty hours, within the contractual timeline, to discuss any possible areas of concern.
2.2 Contractor Personnel – Contractor personnel shall be vetted by 148FW Security Forces (SF) and be approved to enter the installation. Appropriate clothing shall be worn bearing the name of the company or by wearing appropriate badges which contain the company and employee.
3.0 GOVERNMENT PERSONNEL
3.1 Contracting Officer (KO) – The KO for this contract is Lt Rebecca Dimler, 148MSC. The KO is the sole individual able to award or modify the contract. The government’s primary point of contact (POC) pertaining to the scope of work is Maj Ben Hayes, 148CES, 218-788-7885.
3.2 Quality Assurance Inspector (QAI) – The 148CES will assign a QAI who will inspect and accept contractor work performance. The Contractor’s work schedule shall be coordinated with the QAI prior to the performance of requested services. QAI is responsible for final acceptance.
4.0 HOURS OF OPERATION
4.1 The Contractor shall perform the services required under this contract during the following hours:
0700-1530, Monday through Friday, except on U.S. holidays. Any variation to these hours must be coordinated with the POC.
4.2 The Contractor shall develop and submit a work schedule to the POC for approval no later than seven workdays prior to the start of this contract. This schedule shall indicate, as a minimum, dates and times the work shall be performed.
5.0 GENERAL RESPONSIBILITIES
5.1 The Contractor shall be responsible for safeguarding all 148FW property. Damages incurred due to Contractor’s negligence shall be repaired or replaced with the approval of the KO, at no cost to the government. Damages to real property shall be corrected within seven working days with materials of like type, quality, and finish by skilled craftsmen of the trades required. The Contractor shall report all damages incurred immediately to the POC and QAI.
5.2 The Contractor shall be responsible for the vehicles required in the performance of this contract.
All vehicles shall be in operable condition and meet all local and installation registration and safety requirements.
6.0 BILLING OF SERVICES
6.1 Electronic invoicing will be accomplished using the Wide Area Workflow (WAWF) system. The Contractor shall have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov. The KO shall be the primary POC for billing.
