About this file

This is a Statement of Work for an annual sewage testing contract at the Federal Correctional Complex (FCC) Terre Haute. The Federal Bureau of Prisons requires weekly testing of sewage discharge at two lift stations (USP and FCI) to comply with the City of Terre Haute Industrial Pretreatment Program. The contract period runs from October 1, 2026 through September 30, 2027, with four one-year renewal options available. The contractor must provide testing services as an independent contractor without an employer-employee relationship, though performance will be monitored by the government.

The testing requirements include multiple parameters at varying frequencies: Total Biochemical Oxygen Demand, Total Suspended Solids, and pH levels must be tested four times per month using 24-hour composite samples; Oil and Grease (non-polar and polar) and Phosphorus require monthly testing; and heavy metals including Mercury, Ammonia, Arsenic, Cadmium, Chromium, Copper, Lead, Molybdenum, Nickel, Zinc, and Cyanide require semi-annual testing with specified maximum concentration limits. The contractor must supply auto samplers for testing and provide field technician services as needed to complete all required tests. Work location is at FCC Terre Haute, 4700 Bureau Road South, Terre Haute, Indiana 47802. The government reserves the right to make single or multiple awards based on best value evaluation, with past performance being the most important factor. All contractors must be registered in SAM prior to award.
