Statement of Work

Replacement of HVAC Unit

At Administration Building 140 and Roof Top Unit for Building 109

Bureau of Indian Affairs, Wind River Agency

Ft. Washakie, Wyoming

BACKGROUND

The Bureau of Indian Affairs (BIA), Branch of Facilities, has two buildings located at the Fort Washakie Agency that require heating and cooling repairs. Building 140 is the BIA Agency’s Administration Building which was built in 1985 and is has a 15,061 sq. ft. footprint. Building 109 is the Agency’s Adult detention Center it was constructed in 1985 and has a 11,600 sq. ft.

OBJECTIVES

The objective of this Statement of Work (SOW) is to define and establish a general scope of services necessary for the Air Handlers and an Air Conditioning unit, removal, and installation.

The intent of this SOW of work is to contract services to replace heating units and a cooling unit on two buildings at the Fort Washakie Agency located at fort Washakie, Wyoming.

SCOPE

The goal of this project is to contract the replacement four (4) air handling units in building140 and one

(1) Rooftop Air conditioning unit in building 109 so both systems will be balanced and operational with the existing systems and provides heating for building 140 and cooling for building 109. New or modified duct work may be required to connect to existing duct work.

TASKS

It is the bidder’s responsibility to review all plans, design, drawings, and specifications to confirm existing conditions that would be applicable to the successful completion of the project.

It shall be the responsibility of the bidder to verify the size, model, and voltages of new Air Handling Unit (AHU) prior to submitting a bid. It is recommended that a site visit be scheduled with the Contracting Officers Representative for equipment and verification.

The contractor shall provide and Labor, Equipment, Materials, and the oversight to complete the project in accordance with manufacturer's recommendations, attached plans, and specifications.

The contractor shall be responsible for all costs associated for the replacement of Air Handler and Roof Top AC Cooling unit material, clearances, and dispose of all refrigerants in accordance with all federal and state regulations. The contractor shall be responsible for storage, final shipping, and delivery cost from the factory to the final site.

The contractor shall remove 4 existing Air Handlers (No. 2, No. 12, No. 14 & No. 15), Water Source Heat Pump (AHU) interior systems and associated piping at locations indicated in Attachment "A" (Site map and Building Floor Plans). Dispose of four (4) existing Air Handler AHU in building 140 in accordance with all federal and state regulations.

The contractor shall install 4 new Water Source Heat Pumps, Air handlers, (equivalent to existing or better) up to 3 ½ ton cooling and 29 MBH Heat, including new electrical work, and line sets.

The contractor shall attach Heat Pumps to existing duct work which may require contractor to provide new or modification to existing duct work to connect to existing duct work and existing returns as necessary. Provide for Air filter accessibility for routine maintenance.

The contractor shall remove 1 existing Roof top AC Only unit and removal of all associated piping and old refrigerant at locations indicated in Attachment "B" (Site map and Building Floor Plans).

The contractor shall convert to 410a refrigerant from old outdated refrigerant system, replace all lines that need to be updated. Adapt all existing duct work to new AC cooling unit.

The contractor shall provide and Install 1 new Roof Top AC Cooling unit, (equivalent to existing or better) up to 5‐ton cooling, including new electrical work, and line sets. Modify and connect to existing duct work and existing returns as necessary. Connect to all existing Electrical wiring, all electrical work shall be included in this contract, in compliance with project plans, specifications, and supplemental documentation.

The Contractor shall ensure the interior area of the building for the installation of Heat Pumps, Air Handler Unit, Roof Top AC Cooling Unit and all necessary components, equipment, and reconnect the lock out programmable thermostat. Contractor shall conduct all tests, pay all costs and fees necessary to make the HVAC systems ready for use by the owner.

Ensure all penetrations are sealed and professional appearance like manner.

Ensure proper operation of all new equipment.

Contractor to provide written 5‐year parts and I year labor Warranty on all new equipment.

Contractor will provide owner with all warranty documentation.

The HVAC Contractor shall assume that the building will be occupied during this project.

The contractor shall demark exterior work areas in accordance with the OSHA requirements as a work area.

Contractor shall clean project debris daily at days end.

The contractor shall provide a 48‐hour advance notice to the agency facilities manager and occupants, before beginning work on each unit.

All materials submittal with technical specifications shall be submitted to the Contracting Officer Representative for approval before installation.

The contractor shall be solely responsible for the safety of the contractor's employees, contractor's work, work procedures, materials, equipment, transportation, signage, and relative activities and equipment.

Contractor will also be responsible of the public safety in the immediate area of the project.

The contract shall obtain all required state, local and Tribal Employment Rights Ordinance (TERO), and clearances for the purpose of selective demolition of existing Air Handler and AC cooling unit and the installation of new as required in the project plans and specification.

The Contractor shall comply with applicable State and Federal and Tribal codes and standards to include:

Performance Specifications for Energy and Water Conservation Requirements for Housing Rehab.

The Contractor is responsible for applicable local Tribe, TERO fees and any other applicable tribal taxes in addition to applicable state taxes, if any.

The Contractor shall be responsible for obtaining and submitting the Contractor's insurance certificates within ten calendar (10) days of contract award.

The Contractor shall determine the eligibility of contractors to perform the work required within their contracts. A check of the Debarred and Suspended Contractors list must be performed before all contracts are entered into.

The Contractor will be responsible for the inspection and quality controls of the construction work as it progresses.

The Contractor shall perform daily on‐site surveillance checks of the work to ensure that the work is progressing and proceeding as planned and that its inspector and construction management team are appropriately administering the work.

The Contractor shall provide digital daily construction progress reports submitted by email weekly to the COR. Digital files shall be Portable Document Format (*.pdf) files.

Submit digital copy of shop drawings or other submittals required under the construction contract prior to the start of any work to the CO and COR for review and approval.

Quality control plan shall be submitted and approved 2 weeks before start of the project.

Request for Information shall be submitted and approved 2 weeks before start of the project.

The Contractor shall provide Construction contractor payment requests, construction Subcontract's cost breakdown (cost schedule) and progress schedule.

The Contractor shall provide the BIA COR with both digital files of the O&M Manuals and Warranties.

Electronic files shall be Portable Document Format (*.pdf) files.

Warranty forms and information shall be completed by the contractor and presented to the COR on final completion of project.

The Contractor shall be responsible for the closeout of the contract. The BIA Contracting Officer shall be provided with a copy of the signed original prepared by the Contractor, documenting the closeout.

Security Considerations Contracted personnel shall require a BIA chaperone within all BIA buildings.

Contractor shall provide the COR with a list of personnel working on the project.

Other Unique Requirements or Considerations

The Contractor shall contact BIA COR, at the phone number indicated above, for questions or discussions regarding technical matters relative to the services required. This individual will be designated as the COR for the contract. The Contractor will contact the CO, at the phone number indicated above, on all other matters.

The BIA will review and approve the Construction Contractors Construction Schedule and Schedule of Values and allow the BIA CO and COR to review the proposed schedules. The CO will review and approve Contractor's Quality Assurance Plans.

The BIA's COR will also make periodic site visits at critical times during the construction process.

The Contractor, of their representatives shall not be allowed to make changes in the work. Only the BIA CO is authorized to make changes to the contract.

The CO will review and approve the Contractors Construction Schedule and Schedule of Values.

Egress traffic, street access, building access and BIA employee parking shall not be encroached upon.

COVID Guidelines and procedures will be followed.

Background Check maybe required for contracting personnel entering the Adult Detention Center. This requirement can take some time for approval. Please submit names of personnel at pre‐con meeting.

Period of Performance Acceptable working hours are 07:30 a.m. to 5:30 p.m. Monday through Friday. Working weekends will be by request only and approved by the Agency Facilities Manager.

This project shall be completed forty (45) calendar days after Award is issued.
