About this file

This is a Statement of Work (SOW) for environmental incinerator stack testing and air quality emissions permitting for the USDA Animal and Plant Health Inspection Service (APHIS) Veterinary Services New York Animal Import Center (NYAIC). The project involves stack testing two gas-fired incinerators installed around 1980 to meet updated New York State Department of Environmental Conservation (NYDEC) air emission standards, with services to be performed between August and December 2025.

The SOW requires a contractor to conduct comprehensive stack testing, including performance tuning of the incinerators, measuring emissions parameters such as exit temperature, opacity, carbon monoxide, oxygen, particulate emissions, and air toxics. The contractor must develop a work schedule, perform baseline testing, submit an interim performance test report with findings and recommendations, and file appropriate air quality emissions registration or permits with NYDEC. The solicitation (12639525Q0153) is set aside for small businesses in NAICS code 541620 with a size standard of $19.0 million. Evaluation will be based on technical approach, experience/past performance, and price, with technical factors being significantly more important than cost.

Description: Environmental Incinerator Stack Testing and New York State Department of Environmental Air Quality Emissions

NAICS 541620: Environmental Consulting Services – Size Standard is $19.0 Million

Product or Service Code

F101 Environmental Systems Protection - Air Quality

Support

1.0 PROJECT: Stack testing and Air Emissions Permitting to meet New York (NY) State Compliance for Air Quality Emissions.

2.0 LOCATION: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services New York Animal Import Center (NYAIC), 474 International Blvd., Rock Tavern, New York 12575

2.1 Project Schedule: August 2025 - December 2025

3.0 PROJECT BACKGROUND: NYAIC is an animal quarantine center used to screen birds and hoof stock entering the country. Around 1980, two gas-fired incinerators that burn propane were installed. These incinerators are located on the quarantine side.

Shortly thereafter, the incinerators were “grandfathered” in for environmental compliance. Per the New York State Department of Environmental Conservation (NYDEC), the incinerators were permitted under classification code 7251 “Funeral Service and Crematories.” These incinerators are used to destroy animal bedding and other type 4 waste. Each incinerator has a capacity of 1000 lbs. per hour. In addition, a 400-kW emergency generator is used to provide power to the controls during power outages.

N.Y. DEC ratified revisions to the air emission standards. Per Title 6 of the New York Codes, Rules and Regulations (NYCRR) Subpart 219-4 - “Incinerators, Crematories,” incinerators and crematories installed prior to January 1, 1989, must meet more stringent air emission requirements. If the new standards are not met, NYAIC could possibly be fined and/or the incinerators shutdown until compliance is achieved.

4.0 DESCRIPTION OF SERVICES REQUIRED: The purpose of this Statement of Work (SOW) is to procure contractor services to Stack test (2) two incinerators and file the appropriate Air Quality Emissions Registration and or Permit with the NYS Dept of Environmental Conservation.

4.1 Tasks include but are not limited to the following:

a. Develop a work schedule and cost estimate for Government approval, and a proposed a plan of action.

b. In preparation of a performance/stack test, “tune-up” each incinerator to ensure the units are at optimal performance. Schedule stack tests on the units to establish a baseline and identify the emissions type and levels currently emitted from the stacks. Note: Stack testing contractor shall have a minimum of five (5) years’ experience performing stack testing. Submit company certifications, etc. for Government review and file.

1. Test Methods and Procedures. All emission tests performed shall comply with state and federal requirements. Testing shall include at a minimum exit temperature for both chambers, visible emissions (opacity); carbon monoxide; oxygen; particulate emissions and air toxics. breeching, stack and test port locations and testing methods.

2. Submit an interim performance test report with findings, emission requirements, and recommendations for improvements. Recommendations should, if implemented, enable the Government tomeet or exceed current emission standards.

4.2 Coordinate with the NYDEC and local jurisdictions to ensure all permitting requirements are met prior to commencing performing any stack tests.

b. Contractor is responsible for coordinating all activities with NYDEC.

d. Initiate and coordinate process to procure an updated operating permit.

e. Documentation of approvals, inspections, permits, etc. obtained shall be forwarded to the Government upon project completion. Likewise, any meetings with state officials shall be documented for Government record.

4.3 Third party inspections, testing requirements or permit fees required by the state(s) or any governing agency or authorized party are the responsibility of the Contractor.

a. If the state declines to inspect and/or witness the testing procedures, Contractor shall provide written documentation for such claim for Government record.

4.4 Contractor shall ensure site conformance and construction processes meet or exceed Occupational Safety and Health Administration (OSHA) standards.

recommendations. Note: CEM is the total equipment necessary for the determination of a gas or particulate matter concentration or emission rate using pollutant analyzer measurements and a conversion equation, graph and computer program to produce results in units of the applicable emission limitation or standard.

a. CEM shall meet the performance specifications as required by the state and federal guidelines for compliance.

5.0 INCINERATOR REQUIREMENTS: Crematory equipment installed prior to January 1, 1989, are required to meet more stringent emissions, training, monitoring, and record keeping requirements. Per 6 NYCRR Subpart 219-4 – “Incinerators, Crematories” basic environmental compliance requirements are as follows:

a. Particulate matter limitation of 0.08 grains per dry standard cubic foot of exhaust gas, corrected to 7% oxygen (gr/dscf)

b. Continuous temperature monitoring and recording in the primary and secondary combustion chambers.

c. One-hour average temperature requirements: primary chamber (1400 degrees Fahrenheit (F)) and secondary chamber (1800 degrees F).

Other areas of consideration:

a. Carbon monoxide (CO) emissions shall not exceed 100 parts per million by volume, dry corrected to 7% O2 on an hourly average basis.

b. Average opacity is limited to 10% or less during any six-minute period.

c. Provide design calculations to confirm a sufficient volume in the secondary chamber combustion zone to ensure at least a 1.0 second gas residence time is obtained in the secondary chamber combustion zone in accordance with the manufacture’s instructions. The actual operating temperature of the secondary chamber combustion zone shall be no less than 1800 degrees F throughout the combustion process in the primary chamber. Primary chamber and stack shall not be used in calculating this residence time. Cremation in the primary chamber shall not begin unless the secondary chamber combustion zone temperature is equal to or greater than 1800 degrees F.

Primary combustion chamber must be maintained at no less than 1400 degrees F.

Note: If there is a discrepancy between the SOW and the state or federal guidelines, the more stringent of the two shall prevail.
