About this file
This is a Statement of Work (SOW) for the recertification of a 75-foot WLIC (Wedge Lift Inspection Rig) spreader lift structure. The U.S. Coast Guard Surface Forces Logistics Center is seeking contractor services to conduct comprehensive inspections and certify one lifting rig structure in accordance with SFLC Standard Specification 8634-2022. The certification shall comply with referenced Coast Guard drawings (McLean Drawing LB 72 for the 200-ton spreader frame and McLean Drawing LP15 for lifting plates) and applicable CFR/OSHA requirements. The contractor must determine the appropriate weld inspection type and extent required for certification; however, re-load testing is not required as the lift rig has been previously tested. All work must be performed at USCG Yard in Baltimore, Maryland, with a performance period of May 1-10, 2026.
Deliverables include a comprehensive Certification Report containing Appendix B-2 signed and sealed by a Maryland Professional Engineer, completed Appendices B-23 and B-24 from SFLC STD Spec 8634, an inspection overview, detailed inspection findings with supporting documentation, and a surveyor's endorsement marked as either "SATISFACTORY" or "UNSATISFACTORY" with any contingencies clearly noted. The award is anticipated as a Firm Fixed Price Purchase Order on a best value basis, with payment made via Government Purchase Order (Net 30) only after contracting officer approval. The U.S. Coast Guard will not provide down payments or advanced payments, and the vendor assumes financial responsibility until the order is received and accepted.
