NIST Requirements Document Mobile Turbo Pumping Systems

I. Background The NIST Sensor Science Division (SSD) is responsible for advancing the measurement science, standards, and applications for sensing optical power, temperature, humidity, pressure, vacuum, flow, and related physical phenomena to support U.S. industry and trade. Our laboratory performs measurements and calibrations using cryogenic optical sources and detectors, and we operate a number of high vacuum chambers and cryostats for these experiments. The ultra-high vacuum (UHV) mobile pumping systems to be purchased will be used to evacuate experimental vacuum chambers required for the development of far-infrared sources, optical systems, and detectors.

II. Scope The SSD requires two (2) ultra-high vacuum mobile pump carts to evacuate multiple test chambers under development as part of the Far Infrared Virtually Imaged Radiometer (FIRVIR) IMS project.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The integrated turbo pumping system must include a dry roughing pump, turbomolecular pump, pump controller, vacuum gauge, and safety valve that meet the itemized requirements below.

Contract Line Item Number (CLIN): 0001 Description: Turbo-pumping Systems Quantity: 2 Requirements:

a) Dry roughing pump specifications:

i. dry and oil-free

ii. pumping speed > 6.0 m3/h

iii. ultimate pressure < 0.05 Torr

iv. electrical: 115V, 60 Hz; single phase

b) Turbomolecular pump specifications:

i. pumping speed for nitrogen 150 L/s using ISO 100 flange, 50 L/s using KF-40

ii. ISO 100 or CFF 6” pump connection, option for KF 40 kit

iii. ultimate pressure < 7.5 10-9 Torr

iv. venting valve included

v. electrical: 115 V, 60 Hz; single phase

c) Pump controller specifications:

i. controls both backing and turbo pump for integrated pumpdown and venting

ii. integrated into the pumping station; power supplied from pumping station

iii. pump controller ensures that turbo pump is not damaged by pumping on pressure above its allowable specification

d) Gauging specifications:

i. pressure coverage from 5 10-9 Torr to atmospheric pressure

ii. readout of pressure provided with separate controller or on pump controller

e) Safety Valve Requirements:

i. electric valve which is normally closed protects the experiment in case of power failure.

ii. in-line or right-angle valve with KF-25 or KF-40 connections, or similar

iii. electrical: 115 V, 60 Hz

f) Overall design specifications:

i. system is fully air-cooled; does not require water cooling

ii. included vibration damping to reduce vibrations from output

iii. electrical: 115 V, 60 Hz; single phase

iv. the system must be fully integrated as a single unit; it can be mounted on a cart or in a frame with wheels for mobility around a typical lab setting

v. all vacuum and electrical interconnections included

V. Delivery Delivery shall be F.O.B Destination (or equivalent incoterms, such as DDP) and shall occur in accordance with the delivery due dates provided in the below table.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. A list of specifications and dimensioned drawings of all system components shall be provided to us by the vendor before fabrication indicating that the system design will meet all of our requirements.

2. The systems must be tested by the manufacturer prior to shipping to ensure that it functions properly.

3. Upon receipt at NIST, the systems will be inspected for damage. Visual inspection of the mobile turbo pumping systems will be performed by the NIST TPOC to identify surface defects or any form of indication that the UHV pump cart was damaged during transport to NIST.

4. If there is no damage, each system will be blanked off at its output and pumped out to test if it can reach the required base pressure of < 7.5 x 10-9 Torr, which should be achieved within an hour. If there is no damage and the tests are passed, NIST will accept the mobile pumping stations.

The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the mobile turbo pumping systems due to defects and/or nonconformance.

VII. Warranty The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4

VIII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates acceptance will occur:

a. After the system passes the operational tests set forth in this document

b. After receiving an invoice submitted properly, in accordance with the purchase order terms and conditions
