About this file

The Statement of Work (SOW) 50914001 details shot peening services for steel shafting at Portsmouth Naval Shipyard (PNSY), with specific technical and quality requirements for the peening process. The work involves shot peening Mil-S-23284 surfaces of steel shafting in accordance with Mil-S-13165C specifications, using 0.033-inch nominal cast steel shot with automatic shot peening techniques. Key requirements include NAVSEANOTE 5000 vendor qualification for SUBSAFE assets, proof of prior non-shipboard peening experience, and a comprehensive quality assurance certification process.

Vendors must provide detailed documentation including a Certification of Peening with parameters such as shaft serial number, machine settings, shot characteristics, peening intensity, and coverage verification. The approximately 7 ft² peening area will cover the entire shaft circumference with 100% coverage. Government-furnished items include the shaft, electrical power, service air, rollers, and masking. Strict security requirements mandate that all personnel must be U.S. citizens with proper identification, and the work will be performed under PNSY engineering oversight within a Controlled Industrial Area with specific access protocols.

3. Work Requirements:

3.1 Vendor is to provide proof of experience performing non-shipboard peening on submarine shafts or similar large radiused surface areas. Proof is to consist of either class of shaft peened or generic component identification and surface area size.

3.2 NAVSEANOTE 5000 vendor qualification is required to perform work on SUBSAFE assets. Vendors who are NAVSEANOTE 5000 qualified shall receive priority for performance of this work. However, Per NAVSEAINST 4855.34 (current Rev C), Non-NAVSEANOTE 5000 qualified vendors may still be eligible to perform SUBSAFE work under Government Oversight of the Qualified Activity (Portsmouth Naval Shipyard) providing that PNSY Code 260.9 Engineering has reviewed the vendor’s work experience and capabilities. During vendor services, the Qualified Activity shall maintain custody of the SUBSAFE asset, review and maintain all applicable OQE, and ensure that the services performed satisfy the program requirements.

3.3 Per reference (a), paragraph 6.2., the following acquisition requirements are outlined:

a. Specification to be used is Mil-S-13165C, Shot Peening of Metal Parts.

b. The issue of DODISS (Department of Defense Index of Specifications and Standards) is to be cited in the solicitation, and if required, the specific issue of individual document referenced.

c. Cast steel shot is to be used. Shot must adhere to reference (b) specifications.

d. Shot size to be 0.033 inches nominal.

e. Automatic shot peening is required. The peening gun shall not be manually manipulated and will comply with the requirements of reference (a), paragraph 3.2.1.

f. PNSY will be responsible for the surface cleaning prior to peening.

g. The locations of the area to be peened will be provided by PNSY and masked off on the shaft before the vendor has arrived on site. Approximate area to be peened is 7 ft2.

Peening area is to include the entire circumference and any curvature to achieve 100 percent coverage.

h. NDT will be performed by PNSY after peening operations, if required.

i. No externally applied forces are permissible during peening.

j. Peening intensity to be 0.012-0.016 A.

k. No over performance of peening coverage is required.

l. The vendor may use either coverage method as described in reference (a), paragraph

6.11.(a). or 6.11.(b) when peening IAW reference (a).

m. Method of coverage verification required.

n. No specific cleaning formulation/procedure is required.

o. Protection of peened surface from corrosion is not applicable.

4. Quality Assurance Provisions:

4.1. The vendor is to provide the following quality assurance (QA) in a Certification of Peening. This certification will be provided to PNSY Engineering (Code 260.9) for review upon completion:

a. Shaft serial number

b. Date peening was performed

c. Shot peening machine used

d. Machine settings used during peening

e. Shot size used

f. Type of shot used

g. Hardness of shot used

h. Standoff distance of nozzle from shaft

i. Length of exposure time to shot stream

j. Shot flow rate

k. Air pressure used

l. Specified peening intensity

m. Actual peening intensity by Almen test strip identification numbers per reference (a) paragraph 4.2.4

n. Saturation curves per reference (a), paragraph 4.2.3. with test records per paragraphs

4.2.5. (a). through (i)

o. Percent coverage

4.2. For each lot of peening media used, the vendor shall provide a report per reference (b). The report shall contain the following:

a. Purchase order number of the media

b. Lot number

c. Code letters

d. Size

e. Quantity

f. Sampling per paragraph 4 of reference (b)

g. Media size distribution

h. Media shape

i. Density

j. Composition

k. Magnetic particles
