Statement of Work

136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX

03 November 2022

Project Title: Building 1675 Hydraulic Test Stand Installation Project Number:

1. Background: Building 1675 requires the installation of a hydraulic test stand and all required infrastructure improvements to support it. The building/location was originally designed to operate a hydraulic test stand, but due to the delay in obtaining the test stand itself, the supporting systems are no longer sufficient for the new test stand design. The hydraulic test stand has already been acquired and only needs installation. The goal with this project is to provide an autonomous system for the users of the test stand that requires no input aside from turning the machine on.

2. Scope: The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation, and materials necessary to provide the installation of a hydraulic test stand and any required infrastructure to be fully functional. This includes modification of a chilled water system and electrical work. All work shall be performed in accordance with this statement of work (SOW), associated specifications, and drawings. All work shall be performed in accordance with international, federal, state, and local building codes, as well as the Unified Facilities Criteria (UFC).

3. Objectives: It is the Government’s intent for the contractor to perform all required actions to facilitate the hydraulic test stand to fully operation. The contractor is responsible for ensuring that the work performed under this contract meets this objective.

4. Tasks: The contractor shall perform the following:

4.1. Existing 200A electrical wiring run to the current electrical disconnect switch from the panel will be replaced with new wiring capable of 300A utilizing the existing conduit if possible (Attachment 1).

this is to include any improvements needed to the main panel to be able support 300A. The current 200A electrical disconnect switch in room 069 will be removed and a new 300A disconnect switch with any required conduit and wiring will be relocated adjacent to the test stand location. The electrical disconnect switch will then be connected to the hydraulic test stand in accordance with the specifications provided (Attachment 2).

4.2. Chilled water will be routed from existing supply and return lines located in room 069 to the hydraulic test stand. This will require the installation of a properly configured system that shall include a variable drive motor with pump capable of supplying the required volume and pressure of water as described in Attachment 1, controlled via temperature sensors before and after the test stand in the chilled water circuit and tied into existing HVAC control system using NIAGARA to meet test stand chilled water demand.

4.3. Contractor will be afforded the opportunity for a site visit (as scheduled in the solicitation) prior to submitting a quote for the work if desired, to understand the requirements, site conditions, and work environment. The 136th Civil Engineer Squadron (CES) will obtain gate passes for all contractors and required personnel.

4.4. All Government provided drawings or As-built are for reference only. The contractor shall field verify all existing conditions and dimensions.

4.5. The contractor shall observe all applicable Occupational Safety and Health Administration (OSHA) and State safety precautions pertaining to the contract.

4.6. Clean job site daily during the progress of work. The contractor shall be responsible for off-site disposal of all demolition debris and excess material, unless otherwise indicated by the Government (see paragraph 8). The project site shall be restored to initial condition prior to final acceptance by the Government.

4.7. Coordinate inspections as required by the Contracting Officer’s Representative (COR), or Contracting

Officer if no COR is assigned. The completion of a Government inspection does not relieve the contractor of its responsibility to comply with required project documents, codes, or the need to provide quality materials and workmanship.

4.8. Request a Pre-Final Inspection from the Contracting Officer to verify that the project is complete and ready for final acceptance. The Government may develop a Pre-Final Inspection Punch List as a result of this inspection. The contractor shall ensure that all items on this list have been corrected before notifying the Contracting Officer to schedule a Final Acceptance Inspection.

4.9. Request a Final Acceptance Inspection from the Contracting Officer to perform final inspection and acceptance of the project. Notify the Contracting Officer at least 14 days prior to the Final Acceptance Inspection and include the contractor's assurance that all specific items previously identified to the contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the Final Acceptance Inspection.

5. Deliverables: The contractor shall provide the following deliverables:

5.1. Proof of insurance.

5.2. Electronic submittals on the AF 3000 Material Approval Submittal form for each item listed on the AF

66 Submittal Register. Government approval will include review of SDSs by appropriate Environmental, Safety, and Occupational Health (ESOH) staff.

5.3. Meeting minutes for each progress meeting.

5.4. Letter of Guarantee that warrants the project against defects in materials and workmanship for one year from the date of final acceptance.

5.5. Minimum one (1) year on all workmanship and standard manufacturer’s warranty on products.

6. Government Furnished Property: Electrical power and water shall be provided as required.

7. Security: The Government may prohibit installation access to anyone categorized as a security concern.

These concerns may include, but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. It is the contractor’s responsibility to contact the Naval Air Station Joint Reserve Base Fort Worth visitor control center to determine eligibility and any associated cost with obtaining installation access. The installation currently utilizes two methods for accessing the installation, daily visitor access pass and a long-term pass granted through a Government-approved, contractor-managed, process named RAPIDGates. In order to obtain a long-term pass (access badge), the contractor is required to submit an application and pay a fee for each company (prime contractor and subcontractor) and employee that will require access onto the installation. The contractor can visit the RAPIDGate website at www.rapidgate.com, or contact them by phone at 1-877-RAPIDGATE. In the event that the contractor elects to request a daily access pass for its employees, and foregoes use of the RAPIDGate system, it will be responsible for any delays experienced due to waiting for pass issuance at the visitor control center. 8. Cultural Resources: The contractor shall halt any ground disturbance activity in the event that any Native

American or other historical artifacts, fossils, human remains, unmarked graves, or burial sites are found.

Report any possible observations to the Contracting Officer. The Contracting officer shall suspend performance at the site of work and notify the Base Civil Engineer and Environmental Office. Performance cannot resume until directed by the Contracting Office.

9. Disposal: All waste products and debris from facility washing and prep shall be collected for disposal; wash water shall be filtered free of debris before being allowed to leave the work site via the soil or a waterway.

Wastes related to facility surface coating shall also be collected, to include paint debris/materials, spent paints, solvents, empty containers, rags, brushes, rollers, clothing, filtering and barrier materials, etc. The surface prep debris and surface coating wastes shall be collected in appropriate closed containers, labeled:

“UNIVERSAL WASTE – PAINT AND PAINT-RELATED WASTES”, and coordinated for disposal by the Government through the 136th Environmental Office. Other non-hazardous waste or debris shall be removed by the contractor from the base and disposed at an appropriately permitted facility.

10. Place of Performance: Contractor shall perform all work at the 136th Airlift Wing located on Naval Air

Station Joint Reserve Base Fort Worth in Texas (76127).

11. Period of Performance: Contractor shall complete delivery and/or installation within 60 calendar days after receipt of the Notice to Proceed (NTP). The normal business hours for the 136th Airlift Wing are 6:30AM to 5:15PM, Tuesday through Friday.
