About this file
This document contains a Statement of Work and related Sources Sought Announcement for the purchase of three turn-key gas flux measurement systems. The United States Department of Agriculture Agricultural Research Service requires delivery, installation, and training on two systems for the High Plains Grasslands Research Station in Cheyenne, Wyoming, two systems for the Meat Animal Research Center in Clay Center, Nebraska, and compatible oxygen and hydrogen sample systems for three existing GreenFeed Pasture Systems at the Environmentally Integrated Dairy Management Research facility in Marshfield, Wisconsin. The systems must be able to measure methane, carbon dioxide, oxygen, and optionally hydrogen fluxes from individual cattle. Interested vendors are invited to respond to the Sources Sought Announcement by February 13, 2024 to indicate their capability to meet the requirements in the Statement of Work, including a business size status for NAICS code 334516. The turn-key systems must be delivered within 60 days of award.

Statement of Work
Turn-Key System to Measure Gas Fluxes
GENERAL INFORMATION
1.0 Scope of Work: The United States Department of Agriculture (USDA) Agricultural
Research Service has a requirement to purchase three (3) turn-key systems to measure gas fluxes. The contractor shall be required to deliver, install, and provide training on the three
(3) systems. The system locations are:
Unit 1:
U.S. High Plains Grasslands Research Station
8408 Hildreth Road
Cheyenne, WY 82009-8899
Unit 2:
U.S. Meat Animal Research Center
844 Rd 313
Clay Center, NE 68933-0166
Unit 3:
U.S. Environmentally Integrated Dairy Management Research
2615 Yellowstone Drive
Marshfield, WI 54449-0000
These systems shall be designed to measure gas fluxes of Methane (CH4), Carbon Dioxide
(CO2), and optionally, Oxygen (O2), and Hydrogen (H2) units based on each unit requirements specified in Section 3. Particularly, these systems allow for individual measurements of enteric GHG from cattle being housed and fed in pasture-based management systems.
The system will have the capability to dispense a concentrated feed to animal to entice them to remain in the unit while gas samples are being collected over a three-to-five-minute time period. Power source requirements include solar and electric to allow use of the system in a variety of climates. Certain ARS locations require systems with heated lines that are capable of gas collection in below freezing temperatures. Also, certain systems will require dual hoppers so multiple feeds to test experimental treatments can be fed. These systems must be compatible with existing pasture units. This will improve data collection around enteric greenhouse gas (GHG) research and improving model estimates of enteric
GHG inventories through contributions from pasture and rangeland system. Individual animal enteric GHG from grazing systems is limited and a primary area in need of equipment investments that meet certain specifications.
2.0 Background: Research programs at the USDA ARS are versatile by being conducted at a variety of geographic locations to house research equipment. For maintaining consistent

Turn-Key Systems
Statement of Work measurements across all locations and allowing for individual measurements of enteric
GHG from cattle on pasture and rangeland housed and fed animals, automated head chamber systems from C-Lock are required. These automated turnkey head chamber systems are currently in use at other ARS locations. In addition to data generated from existing units, the data generated from the purchased equipment will be utilized to support validating and building models that support the NRCS IRA requirements to improve GHG inventory estimates across a variety of sectors. This equipment requirements supports multiple objectives within the IRA plan both in measurements in the livestock sector, and improving the modeling of GHG estimates from the grazing sector, moving estimates from
Tier 1 to Tier 2, or Tier 2 to 3.
