STATEMENT OF WORK

NACIMIENTO STATION SITE SELECTION

PRELIMINARY PROJECT ANALYSIS

18 January 2023

1. INTRODUCTION

1.1 Scope of Work

This acquisition is for a complete Preliminary Project Analysis (PPA) for two sites identified as potential locations to construct the new Nacimiento Station. The two sites under consideration are: the Brazil Ranch and a site along Nacimiento-Ferguson Road, at the eastern boundary of the Forest adjacent to U.S. Army Fort Hunter Liggett. The facilities analysis will include determining availability of utilities to serve the sites, engineering, resource and fire related constraints, and producing schematic layouts for each site with construction cost estimates and producing a PPA for the two site alternatives.

1.1.1 This project is a stand-alone, firm fixed price contract. The period of performance is from March 1 2023, and will be completed on or before June 15, 2023.

2. LOCATION AND DESCIPTION

2.1. The Los Padres National Forest’s (LPNF) Nacimiento Station Engine Garage and other buildings at the Nacimiento Station Administrative site (employee housing, operational support structures, etc.) were destroyed in the Dolan Fire in 2020. The original Nacimiento Station was located at the summit of Nacimiento-Ferguson Road, in the Monterey Ranger District along the Big Sur Coast. Two sites are under consideration for the new station location are:

• Brazil Ranch – located along Highway 1 (N 36.36312° W 121.889901°) Brazil Ranch is a ranch property, acquired by the Forest within the last twenty years. There are five existing buildings at the site and limited infrastructure. This location is currently housing the Nacimiento Engine, until a permanent location and new station construction is completed.

• Nacimiento Ferguson Road site – located along Nacimiento Ferguson Road at the east edge of the Forest Boundary (N 35.983854° W 121.351211°). The Nacimiento Ferguson Road site is currently an open grassy area with no buildings and no on-site infrastructure.

• If it is determined (either suggested by the Contractor or requested by the Forest Service) that additional sites should be considered, those services shall be provided under a separate scope and fee. No additional analysis of additional sites shall proceed, without written approval by the Forest Service Contracting Officer.

See SOW Exhibit A for the locations and approximate boundaries of the proposed sites.

This contract for site selection will provide recommendations to the Forest Leadership Team to determine the most feasible location for the new Fire Station/Administrative site. These services shall include, but are not limited to reports, studies, analysis, and cost estimates, as may be required to complete the contract.

3. TECHNICAL SPECIFICATIONS

3.1 Engineering and Resource Constraints Identification. Contractor shall identify engineering and resource constraints affecting the development of the two sites.

Contractor Work Shall Include:

1. Participation in One (1) kick off meeting with Forest Leadership, Resource, Engineering and Fire staff to discuss contract scope and deliverables.

2. Travel to each site and one (1) meeting in the field with Forest Resource, Engineering and Fire staff.

3. Participation in One (1) site visit debrief meeting to resolve any questions from the field meeting, to address any follow up actions or requests for information.

4. Catalog and map sensitive resource areas for the site. Resource mapping shall be schematic and based on contractor’s document research, and available information provided by the Forest Service. Mapping and inventory typically required for biological assessments, formal archeological surveys, etc. is not included with this scope. If it is later determined that more detailed mapping is required, those services shall be provided under a separate scope and fee.

Resource considerations for the site shall include:

a. Biology

b. Botany

c. Archeology

d. Tribal

e. Hydrology/Jurisdictional Waters

5. Engineering Considerations shall include:

a. Basic Utility Service including:

i. Groundwater availability and storage potential at the site

ii. Electric and telephone/data service availability from public utility providers

iii. Onsite sewer disposal potential (septic tanks and leach fields)

b. Onsite drainage for the site

c. Offsite drainage conveyed to the site

d. Site topography and site grading

e. Floodplain encroachments (based on available FEMA floodplain mapping)

f. Site access (Including access road from CA Highway 1 to the Brazil Ranch site).

g. Land Use constraints.

6. Other considerations/impact areas:

a. Socio-Economic/Political Impacts of moving station

b. Fire Patrol/Response timelines/impacts

c. Recruitment/Retention impacts on Fire Personnel

d. Fire History and wildfire hazard potential assessment

e. Defensible space of proposed location to prevent future loss of life or loss of structure(s)

f. Permitting Requirements (Coastal Commission, Monterey County Environmental Health, California State Water Board).

Forest Service Will Provide:

1. Resource Maps and documents to the extent practical, documenting resource protection areas

(known archeological sites, critical habitat for threatened and endangered species, etc.)

2. Water well logs for Forest Service water wells in the immediate area of the sites.

3.2 Project Constraint and Schematic Layout Exhibits. Contractor shall prepare exhibits for both sites including resource and engineering project constraints, as well as schematic layouts for site improvements.

Contractor Work Shall Include:

1. Exhibit for each site including:

a. Resource and engineering constraints.

b. Site Improvements including:

i. Building Outlines

ii. Pavement Limits Including public and employee/resident parking.

iii. Onsite Utilities (water, sewer, drainage, electrical)

1. Input on requirements to follow local & state codes for new construction on Federal land.

2. Standard building plans for fire stations, barracks and single/multi-family housing.

3.3 Project Cost Estimates. Contractor shall prepare cost estimate or each site under consideration, including line items for engineering constraints.

Contractor Work Shall Include:

1. Cost estimates showing quantities, unit costs, and total cost for each engineering work item:

a. Paving

b. Drainage

c. Water systems including water piping, water wells and storage tanks

d. Sewer Improvements including sewer piping, septic tanks and leachfield

e. Drainage Improvements

f. Grading

g. Buildings (based on square footage costs)

1. Recent bid costs, to extent practical, for building construction and utilities.

3.4 Preparation of a Preliminary Project Analysis (PPA). Contractor shall prepare a Preliminary Project Analysis (PPA) in accordance with Forest Service standards. PPA shall include recommendation based on “Choosing by Advantages” metrics.
