STATEMENT OF WORK
NACIMIENTO STATION SITE SELECTION
PRELIMINARY PROJECT ANALYSIS
18 January 2023
1. INTRODUCTION
1.1 Scope of Work
This acquisition is for a complete Preliminary Project Analysis (PPA) for two sites identified as potential locations to construct the new Nacimiento Station. The two sites under consideration are: the Brazil Ranch and a site along Nacimiento-Ferguson Road, at the eastern boundary of the Forest adjacent to U.S. Army Fort Hunter Liggett. The facilities analysis will include determining availability of utilities to serve the sites, engineering, resource and fire related constraints, and producing schematic layouts for each site with construction cost estimates and producing a PPA for the two site alternatives.
1.1.1 This project is a stand-alone, firm fixed price contract. The period of performance is from March 1 2023, and will be completed on or before June 15, 2023.
2. LOCATION AND DESCIPTION
2.1. The Los Padres National Forest’s (LPNF) Nacimiento Station Engine Garage and other buildings at the Nacimiento Station Administrative site (employee housing, operational support structures, etc.) were destroyed in the Dolan Fire in 2020. The original Nacimiento Station was located at the summit of Nacimiento-Ferguson Road, in the Monterey Ranger District along the Big Sur Coast. Two sites are under consideration for the new station location are:
• Brazil Ranch – located along Highway 1 (N 36.36312° W 121.889901°) Brazil Ranch is a ranch property, acquired by the Forest within the last twenty years. There are five existing buildings at the site and limited infrastructure. This location is currently housing the Nacimiento Engine, until a permanent location and new station construction is completed.
• Nacimiento Ferguson Road site – located along Nacimiento Ferguson Road at the east edge of the Forest Boundary (N 35.983854° W 121.351211°). The Nacimiento Ferguson Road site is currently an open grassy area with no buildings and no on-site infrastructure.
• If it is determined (either suggested by the Contractor or requested by the Forest Service) that additional sites should be considered, those services shall be provided under a separate scope and fee. No additional analysis of additional sites shall proceed, without written approval by the Forest Service Contracting Officer.
See SOW Exhibit A for the locations and approximate boundaries of the proposed sites.
This contract for site selection will provide recommendations to the Forest Leadership Team to determine the most feasible location for the new Fire Station/Administrative site. These services shall
RFQ 12970223Q0023 4 of 37 include, but are not limited to reports, studies, analysis, and cost estimates, as may be required to complete the contract.

4. Catalog and map sensitive resource areas for the site. Resource mapping shall be schematic and based on contractor’s document research, and available information provided by the Forest Service. Mapping and inventory typically required for biological assessments, formal archeological surveys, etc. is not included with this scope. If it is later determined that more detailed mapping is required, those services shall be provided under a separate scope and fee.
