MULTIPLE BUILDING ELECTRICAL SYSTEM EVALUATION

TIMBER LAKE JOB CORPS CIVILIAN CONSERVATION CENTER

SECTION 011000

SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. Background: The Riverside Fire burned in and around the Timber Lake Job Corps Center starting on September 8, 2020. Many Center buildings were lost in the fire and approximately 138,000 acres were burned on the Mt. Hood National Forest.

The requested inspection and evaluations are in response to the wildfire activity near the remaining Center buildings, and the intent is to determine if the electrical systems were heat damaged.

B. Description: This scope of work includes electrical system inspection, testing and reporting to ensure electrical systems are safe for use and re-occupancy. A pre-bid site visit is highly encouraged to observe the existing condition of the buildings. The following buildings were exposed to wildfire and/or adjacent structure fire activity and are included in the scope of services:

USFS will provide floor plans and basic system information for each building in Attachment 02, Building Information.

Inspection and evaluations will be conducted in accordance with the following standards and guidance:

a. NFPA 921 Sections 14-4 and 14-9 through 14-12.2

Inspection report shall be submitted at project completion. The report should include all observations, testing results, recommendations as to what types of mitigations, if any, would be appropriate to address issues discovered.

Work shall be completed under the guidance and supervision of an Oregon state-licensed electrician.

Contractor shall furnish all labor, materials, equipment, and other incidentals necessary to successfully complete the project.

1.2 LOCATION

A. This project is located at the Timber Lake Job Corps Civilian Conservation Center located approximately 25 of miles South East of Estacada, Oregon in Clackamas County. The address is 59868 E. Hwy 224, Estacada, Oregon 97023. Driving instructions can be obtained from the Center by calling 503-853-3019.

1.3 GENERAL SITE CONDITIONS AND WEATHER

A. The elevation of the site is approximately 1,500 feet above mean sea level. The site is accessible year-round.

1.4 USE OF PREMISES

A. Work hours for this project are between 8:00 AM-5:00 PM Monday through Friday. The Contractor shall notify the Center Point of Contact: Gary Payne 503-853-3019 gary.l.payne@usda.gov , or Brian Wise 208-695-5361 Wise.Brian@jobcorps.org. Provide at least 48 hours’ notice prior to commencement of work.

B. The Contractor shall only have use of the local project area for construction operations, during the construction period. Contractor's use of premises is limited by the Government's right to perform work in the project area.

C. Contractor shall conduct his/her operations to ensure the least inconvenience to employees and students.

D. Confine storage of materials to areas as approved by the CO.

E. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the employees and students during all construction operations.

Contractor shall minimize disturbance of all undisturbed areas.

F. Preservation of Natural Features: NOT USED

G. Existing Utilities: NOT USED
