Statement of Work Dispatch Services for Emergency Services and Law Enforcement At Curecanti NRA The National Park Service provides 24 hour emergency response to the visitors of Curecanti NRA (CURE) and Black Canyon of the Gunnison NP (BLCA). The two park units are legislatively operated under concurrent jurisdiction of the United States (Title 18 USC sections 7 & 13) for the purpose of emergency services and law enforcement.

As there are no federally operated dispatch assets available for 911 services in the area of CURE, the NPS is directed to obtain such services via “agreement/contract with a local, county or state agency” (Director’s Order/RM-9 Chap 40-3.1).

The Gunnison Hinsdale Combined Emergency Telephone Service Authority serves as the dispatch/911 communications center for nearly all of the public safety agencies of the area.

The services to be provided to the NPS by the Communications Center are:

· 24 hr/365 days radio communications to/from NPS Law Enforcement Staff

· 24/365 days telecommunication capability via telephone

· Routing of 911 calls for service to appropriate NPS LE staff for response and coordination.

· Access to the National Crime Information (NCIC) and National Law Enforcement Telecommunications System (NLETS) databases required by policy for NPS Law Enforcement staff engaged in law enforcement actions and investigations.

· Coordination of timely back-up response to officers in need of assistance.

· Status Checks/Time Checks/report generation/ready op/active 911/after hours call outs Deliverables:

Emergency and call for service requests received by the regional 911 communications center can be communicated to NPS staff for response.

NPS staff engaged in the agency’s public safety mandates will have ready access to information and assistance.

The NPS is able to have “dispatch/communications services operational and accessible by two way radio when conducting law enforcement duties” (as Req by DO#9 RM-9 Ch 40-2).
