About this file

This is a Statement of Requirements for the Barnes Center for Enlisted Education's Interactive Whiteboard IT Refresh project.

The Thomas N. Barnes Center requires replacement of discontinued interactive whiteboards at three Air Force NCO Academies due to obsolescence and inability to support Windows 11. The base year procurement involves 21 interactive whiteboards with CPUs for delivery to Robert D. Gaylor NCO Academy at JBSA-Lackland, Texas. Option year one includes two separate deliveries: 12 units to Mathies NCO Academy in Biloxi, Mississippi, and 25 units to Sheppard NCO Academy in Sheppard, Texas, for a total of 58 units across all years.

The required systems consist of all-in-one 65-inch digital touchscreen displays with embedded Android operating systems, Windows 11 Pro OPS expansion modules with i7-7500U processors minimum, 16GB DDR4 RAM, and 256GB SSD storage. Displays must feature 4K resolution (3840 x 2160), LED backlighting, 40-point touch capability with anti-glare and anti-microbial tempered glass, and wireless screen casting. All required cables, software licenses, and manufacturer documentation must be included. Software licensing shall be identified as either annual renewal or one-time purchase with pricing for additional years provided. Equipment must be brand new, include OEM standard commercial warranties at no additional cost, and displays must mount securely to pre-existing mobile stands using a minimum of three mounting locations. The contractor must provide comprehensive warranty documentation, technical support procedures, and contact information prior to project acceptance.
