About this file
This is a Statement of Requirements (SOR) for the procurement and installation of an industrial fan system at Squadron Officer School (SOS), Maxwell Air Force Base, Alabama. The project, designated Project X Fans (Building 1446), aims to mitigate heat-related injury risks by installing a centrally controlled airflow system in a 19-bay covered outdoor facility used for Field Leadership training events. The system must include 19 industrial-grade fans with 22-inch propeller diameters, 3/4 HP motors (1-phase, 115/230V, 60 Hz), galvanized aluminum propellers with polypropylene inlet/outlet housings, and spiral-wound steel finger guards. The contractor must provide OEM-compatible column/wall mounting kits for all 19 fans and a single centralized control system with an outdoor-rated enclosure featuring start, stop, emergency stop, and reset pushbuttons for simultaneous fan operation. All equipment must be brand new; refurbished or remanufactured items are not authorized.
The contractor is responsible for full delivery, installation, and commissioning of the system at Building 1446, Lemay Plaza, Maxwell AFB, AL 36112. Installation responsibilities include conducting a site survey, securing all 19 fans to the building structure, completing all electrical work in accordance with the National Electric Code by a licensed electrician, and conducting functional testing with government representatives present. The contractor must provide operator training on the centralized control system and deliver all manufacturer warranty documentation and support procedures prior to project acceptance. Standard OEM commercial warranties apply at no additional cost to the government, with the warranty period beginning upon final project acceptance. Additional contract requirements address contractor access to Air Force installations, security protocols, identification and vehicle pass procedures, traffic regulations, and health and safety standards. The government point of contact is SOS/OD, with Stephen Wade (334-953-5894) or Tamar Selmi (334-953-1522) listed as contacts.

Statement of Requirements
PROJECT X FANS B1446

Building 1446 is a covered, outdoor facility with 19 distinct training bays used for Field Leadership events at Squadron Officer School (SOS). The facility is not climate-controlled, and during summer months, ambient temperatures can pose a significant risk of heat-related injuries to students. The purpose of this project is to procure and install a complete, turnkey industrial fan system to mitigate this risk.
