Spike Level 3 Stab Resistant Vests TECHNICAL REQUIREMENTS/Statement of Requirements

1. Background: The Federal Bureau of Prisons (Bureau) has a requirement for the procurement of Spike Level 3 stab resistant vests.

2. Scope: This statement of work (SOW) delineates the required performance criteria for the acquisition of Spike Level 3 stab resistant vests.

The technical requirements for the Spike Level 3 stab resistant vests are specified in section 3:

3. Technical Requirements

3.1 Spike Level 3 Stab resistant Vests

· The stab resistant vests shall meet the requirements specified in NIJ Standard-0115.00 for Spike Level 3 protection.

· The contactor shall offer two styles of carrier, one an undershirt (T-shirt) style, the other a traditional 6 or more point Velcro strap style. The carriers must be designed to allow for the stab resistant panels to be interchanged (worn in either carrier) between the two different vests and still provide the proper form, fit, coverage, and protection level. The vests shall be available for both male and female staff. The female vests must specifically state on the label and packaging that they are a female vest.

- Traditional 6/8 point adjustable Velcro strap style carrier with a minimum of one strap per shoulder and 1 strap for each side, white in color

- (T-shirt) style, white in color.

· The vests shall be constructed of lightweight, flexible, soft, materials designed to be worn under the shirt/blouse of both male and female staff and the stab resistant material shall not exceed .7 lbs per square foot. The contractor shall provide information regarding the weight of the stab resistant material per square foot.

· The T-shirt style carrier shall be white in color. The front and back panels shall have Velcro installed that mates to Velcro installed on the inside of the T-shirt style carrier at the shoulder area to prevent the stab resistant panels from falling down from the shoulder area. The Velcro shall be positioned to allow for the panel to be installed in the carrier with the strike face positioned so that it faces away from the body.

· The traditional 6/8 point carrier shall contain the stab resistant panels within the carrier by nylon zippers with a non-ferrous metal clip.

· Both the T-shirt style and traditional style carriers shall be machine washable.

· The contractor shall provide both a male and female vest sample. The male vest sample shall be an X-Large size and the female vest sample shall be a medium size.

· The samples provided shall be free of manufacturing defects and be the same in every aspect as the vests the company will provide should the contract be awarded.

· Both vest samples (male and female) shall include one traditional style and one t-shirt style carrier of the appropriate size to match the provided protective panels.

· The male traditional 6/8 point carrier sample shall be shipped with the protective panels installed and have the split tail option.

· The female t-shirt style carrier sample shall be shipped with the protective panels installed. The traditional female carrier shall have the full front and back tail option.

· The manufacturer must be ISO 9001 certified as it applies to the manufacturing of stab resistant vests. The contractor shall provide documentation to verify the ISO 9001 certification.

· The female vests shall be labeled and packaged to indicate they are for female staff, to include the sizing labels.

· The female vest must maintain the NIJ Spike Level 3 stab resistance capabilities in all areas of the vest specifically designed for females.

· Delivery of the vest must take place within 45 days after contractor receives completed forms and accurate purchase document.

· The stab panels in the vest shall be warranted for a minimum of 5 years and the carriers a minimum of 18 months. This warranty shall include all seams, stitching, elastic, Velcro, zippers and all manufacture’s defects.

· The contractor must be able to provide the traditional 6/8-point style vest with and without tails (split front and full back and/or full front and full back) based on the staff member’s choice.

· The contractor shall provide accessories such as a carry bag, additional carriers, additional Velcro straps, etc.

· The contractor shall provide 24/7 technical support.

· The contractor shall maintain a data base of all vests by serial number with the gender, style, sizing, expiration date, issue date etc. The database will be able to be searched by the aforementioned data. This database must be accessible to BOP staff.

· The contractor shall bear all shipping and disposal costs for the vests when they expire. The contractor shall also bear all shipping costs related to fulfillment of the warranty agreement.

· The contractor shall offer a maternity vest.

Reliability:The contractor shall provide both a male and female vest sample. The male vest sample shall be an X-Large size and the female vest sample shall be a medium size.
•The samples provided shall be free of manufacturing defects and be the same in every aspect as the vests the company will provide should the contract be awarded.
•Both vest samples (male and female) shall include one traditional style and one t-shirt style carrier of the appropriate size to match the provided protective panels.
•The male traditional 6/8 point carrier sample shall be shipped with the protective panels installed and have the split tail option.
•The female t-shirt style carrier sample shall be shipped with the protective panels installed. The traditional female carrier shall have the full front and back tail option.

4. Deliverables and Delivery Schedule: Deliverables shall be shipped within 45 days after receipt of order (ARO). Delivery shall be FOB Destination. Specific locations, POCs and contact phone numbers will be provided with each delivery order.

The delivery schedule will be provided per each individual delivery order.

4.2 Packing and Marking: Preservation, packaging, packing

and marking of the items supplied and delivered under this contract shall be in accordance with current industry standards in order to prevent any deterioration and/or damage during shipping, handling, and storage, and to insure acceptance by common carrier and safe arrival at destinations.

5. WARRANTY: A minimum of five year unconditional warranty on stab panels and 18 months on carriers shall be provided. This warranty shall include all seams, stitching, elastic, Velcro, zippers and all manufacture’s defects.

5.1 Vendor shall provide a warranty letter which delineates all warranty coverage and timeframes.

5.2 Vendor shall be contacted by the Contracting Officer Representative (COR), or an authorized representative of Bureau, for all warranty work.

5.3 Vendor shall provide a primary point of contact, to include phone number and email address.

5.4 Vendor shall acknowledge receipt of warranty claims to the government appointed COR within two business days of being notified.

5.5 Warranty claims shall be remedied at no expense to the government except for shipping to the factory.

5.7 For any warranty work that requires a change in serial number, the vendor shall provide an accompanying letter indicating the disposition of the original serial number and the replacement serial number for accountability purposes.

6. Government –Furnished Equipment and Information: N/A

7. Place of Performance: CONUS, Alaska, Hawaii, and Puerto Rico. Please refer to https://www.bop.gov/ for the locations.

8. Period of Performance (PoP): Base Period of 12 months from date of award with four (4) 12 month option periods. Total PoP not to exceed 60 months.

9. Special Considerations:

9.1 The Bureau requires Electronic invoicing. Electronic invoices will be sent to the recipients as delineated in each delivery order (DO). Email addresses will be provided for all recipients upon issuance of a DO.

9.2 Shipment specific packing slips shall also contain a list of serial numbers included with that shipment.

10. Evaluation Criteria:

Lowest Price Technically Acceptable (LPTA) source selection process (FAR 15.101-2) will be used to award this multiple award BPA. The three Lowest Price Technically Acceptable proposal will be selected for the multiple award BPA. Technical requirement are listed in section 3 of this statement of work.
