About this file
This is a solicitation document for U.S. Secret Service ammunition and related equipment covering a base year plus four option years. The solicitation seeks proposals for six primary ammunition product lines evaluated across six contract line items (CLINs 001-006): 9MM Blank (UTM compatible), 5.56 Blank (UTM compatible), 9MM Marking Round (multiple colors), 5.56 Marking Round (multiple colors), 9MM Non-Marking Round, and 5.56 Non-Marking Round. Additional CLINs (007-017 in base year, corresponding numbers in option years) cover related equipment including SR conversion bolts, firing pins, magazines, and specialized barrels for Glock 19T, 17T, and 26T platforms. All ammunition must meet ANSI and SAAMI voluntary industry performance standards, utilize virgin brass casings, and be no older than two years from manufacture date. Primers and propellant must be newly manufactured within 12 months, with all cartridges in a lot using identical propellant and primer lots. Offerors must provide 1,000 rounds of each ammunition type as samples clearly marked with offeror name, solicitation number, lot number, and applicable CLIN, shipped to the U.S. Secret Service at 245 Murray Lane SW, Washington, DC 20223, ATTN: Duane Tomaszewski.
Proposals must be submitted in two sections: Technical Proposal (two copies required, one with samples and one with pricing) and Price Proposal. The Technical Proposal must address all specified requirements and include a full description of ammunition specifications, performance characteristics, and the manufacturer's Quality Management System documentation (either a complete Quality Manual or ISO certification). The manufacturer must also provide a current QC/QA process synopsis with examples of quality plans and list any commercial warranty offered; both the quality control plan and warranty will be incorporated into the contract. Award methodology is Best Value comparison prioritizing technical criteria first, then price, then past performance rating. Up to two products may be awarded per CLIN. Ammunition failing any specification aspect is considered technically unacceptable and receives no further testing. Testing includes accuracy evaluations at specified distances using SAAMI test barrels and function testing in designated weapons with precise malfunction procedures. Final inspection and acceptance testing occurs at the James J. Rowley Training Center in Laurel, Maryland. Material Safety Data Sheets (MSDS) must accompany all product submissions to certify non-toxic ammunition and components.
