About this file

This is a Statement of Requirements document for the Indian Health Service's renewal of Splunk Cloud Platform and Enterprise Security subscription services for the period July 22, 2026 through July 21, 2027. IHS requires continuation of its existing Splunk cloud environment to maintain cybersecurity operations, log management, analytics, and security operations monitoring without service interruption. The required solution must be hosted in GovCloud (US East) in a FedRAMP Moderate environment with federal compliance impact level controls and encryption at rest. The specific deliverables include: Splunk Cloud Platform subscription with Premium Success Plan at 404 SVC capacity; Splunk Enterprise Security Essentials with Premium Success Plan at 404 SVC capacity; 11,680 units of cloud data storage in 500 GB increments; 5,300 units of dynamic data archive capacity in 500 GB increments; and associated support entitlements. The contractor must be authorized to provide these subscriptions for U.S. Federal customers, ensure continuity of the current operational environment with no service lapse, and provide documentation confirming successful renewal and continued support coverage.

The related Notice of Intent to Award indicates that IHS intends to sole source this requirement to RavenTek Solution Partners LLC, an Indian Small Business Economic Entity (ISBEE), under FAR 12.102(b) authority, citing that only one source is available to meet the Government's needs. The acquisition is structured as a firm fixed price contract with a one 12-month base period. No competitive solicitation will be issued. The Government will consider the requirement successfully fulfilled when all subscription components are renewed, coverage is active for the entire performance period, and the renewed environment maintains the required hosting environment, capacity levels, and support features with no service interruption.
