About this file
This is a Statement of Requirements (Draft) for a dormitory camera system with CAC (Common Access Card) integration for the Warrant Officer Training School at Maxwell Air Force Base in Alabama.
The government requires the provision, installation, and configuration of a comprehensive video surveillance system comprising fifteen cameras (11 interior, 4 exterior) to enhance security of dormitory and office facilities. All cameras must meet minimum specifications including 1080p/4MP resolution for interior units and 8MP for exterior units, 30 FPS minimum frame rate, 120-degree wide-angle lens with infrared night vision capability, IP67 and IK10durability ratings, motion detection, built-in microphone for audio recording, and PoE compatibility. The system must support 90 days minimum of continuous 24/7 recording with on-board or cloud-based storage. Power resilience requires UPS backup providing at least 2 hours of backup power with surge protection and network-based status alerting. Critical to this procurement is CAC system integration requiring video bookmarks triggered by CAC swipes, centralized NTP time synchronization, direct integration into the security operator's PACS interface, and vendor provision by a Schneider Electric authorized vendor to ensure seamless compatibility. Advanced analytics and AI capabilities including facial recognition and AI-powered features are required. Installation specifications include CAT6 or higher cabling per base standards. The contractor must provide training on basic camera and video management system operation, OEM standard commercial warranties with manufacturer documentation, and all equipment must be brand new with refurbished items prohibited. Delivery is to Maxwell AFB, Building 1430, Montgomery, Alabama 36112.
