About this file
This document is a Statement of Requirements for the purchase of Axis Communications parts to redesign and replace VSS camera units for the U.S. Coast Guard Sector Columbia River. The U.S. Coast Guard intends to procure a brand name specification for Axis Communications products, as they are uniquely integrated with the existing network architecture, maintenance platforms, and configuration, and replacing them with other brands would result in significantly higher installation costs. The delivery location is Sector Columbia River in Portland, Oregon, and the Point of Contact is SK1 Thomas Gresham. The associated federal contract opportunity, identified as Solicitation Number 70Z03324QBASEA077, is a Request for Quotation (RFQ) for the required Axis Communications parts. This acquisition is set-aside 100% for small businesses, with a NAICS code of 561621 and a small business size standard of $25M. The contract will be awarded based on the Lowest Price Technically Acceptable criterion.

DEPARTMENT OF HOMELAND SECURITY
UNITED STATES COAST GUARD
U.S. Coast Guard Sector Columbia River 6767 North Basin Ave
Portland, OR 97217
STATEMENT OF REQUIREMENTS FOR THE PURCHASE OF
AXIS COMMUNICATION Parts for Redesign and Replacement of VSS Camera Units
Requirements
1 JUSTIFICATION
AXIS COMMUNICATION Parts for Redesign and Replacement of VSS Camera Units:
USCG intends to procure a brand name specification for Axis Communications in accordance with FAR 16.505(a)(4)(i) or (ii). The exception is based on FAR 16.505(b)(2)(i)(B), only one source is capable of providing the correct security system because Axis Communication is unique and a highly specialized brand name item. The brand name must be used because the supplies provided meet all C5I network security requirements and are able to be self-installed and maintained by Sector Columbia River and Electronic Support Detachment personnel. USCG PACAREA Physical Security – Electronic Security Systems branch determined Axis Communication provides the products optimal for integration into the existing system. Using other brands would require replacing existing system components and construction that would result in significantly higher installation costs. Specifically, none of the other products were able to interconnect and function with current USCG network architecture, maintenance platforms and configuration. Procuring an alternate product other than Axis Communications will require modifications to the existing facility infrastructure and contracted construction and services increasing cost. These costs include additional supplies, construction, and service contracts to make modifications to the existing facilities to install the security system.
