About this file
This document is a Statement of Requirements for a THz Quantum Cascade Laser System. The National Institute of Standards and Technology (NIST) requires a laser system with the following key specifications: continuous wave laser output from a distributed feedback laser array comprising 10 or more quantum cascade lasers operating in the 3.7 THz to 3.9 THz frequency range, with a nominal output power of 0.2 mW or greater. The system must be cryogen-free, operate below 70 K, and include vibration damping, power supply, laser driver, water chiller, and vacuum system. Delivery is required within 52 weeks to NIST's Gaithersburg, MD facility. The contractor must provide a 1-year warranty on the system. Acceptance will occur within 7 days after the performance specifications are met.
This Statement of Requirements is associated with a Federal Contract Opportunity issued by NIST as a Request for Quotation (RFQ) under Simplified Acquisition Procedures. The NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. The opportunity is to acquire the THz Quantum Cascade Laser System described in the Statement of Requirements.

REQUIREMENTS
THz Quantum Cascade Laser System
I. BACKGROUND
The Optical Measurements Group in the Chemical Sciences Division of the Material Measurement Laboratory (MML) is responsible for spectrometer design and development within the FIRVIR for Climate Metrology IMS project. As part of that work, NIST requires laser sources at wavelengths from 15 μm to 100 μm to test components which will ultimately comprise a working spectro-radiometry calibration and measurement testbed. To advance the measurement goals of the group, a THz Quantum Cascade Laser System is required.
II. SPECIFICATIONS
The Contractor shall provide one (1) THz Quantum Cascade Laser System with the following minimal technical specifications:
1. Continuous wave (CW) laser output from a distributed feedback (DFB) laser array.
2. DFB laser array comprises 10 or more quantum cascade lasers (QCLs).
3. QCL-DFB laser array operates within the frequency range of 3.7 THz to 3.9 THz.
4. CW laser output power is nominally greater than or equal to 0.2 mW.
5. QCL-DFB laser array housed in a cryogen-free platform for operation below 70 K.
6. Laser system housing is under vacuum and cryogen free, with Stirling cycle cooler.
7. Laser system shall include optical output windows for THz lasers.
8. Passive and active vibration damping shall be included to achieve root-mean-square
(rms) vibrational noise below 250 nm at 60 Hz.
9. DC power supply for CW laser with dual output, 30 V and 1.5 A each channel.
10. Laser driver for CW operation included.
11. Water chiller for low noise operation included.
12. Oil free turbo pump for laser vacuum housing included.
13. Vacuum gauge for monitoring system housing performance shall be included.
14. Laser vacuum and cooling system includes individual electronic breakouts for multi-laser array operation.
15. Laser and cooler controller with USB interface to PC and control software included.
III. DELIVERY
Delivery shall be within fifty-two (52) weeks from date of award to NIST Gaithersburg, MD100 Bureau Dr, Building 221, between the hours of 7:30AM to 3:30PM Monday through Friday, except Federal Holidays.
