About this file
This document is a Statement of Requirements for 6,621 lbs. of 5/8" diameter AISI-SAE 4340 steel bars from heat J4905. The steel will be used by the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals & Materials Division (ACMD) to produce high quality Standard Reference Materials (SRMs) for use as ASTM Charpy V-notch reference specimens. The steel must meet precise specifications to ensure uniform impact properties and long-term stability. Delivery is required within 60 days to NIST's Boulder, Colorado facility, with individual packages weighing less than 2000 lbs. The steel will be visually inspected upon receipt, and the vendor will be notified of acceptance within 14 days. This Statement of Requirements is associated with Solicitation Number 1333ND24QNB640234, which is a Request for Quotations (RFQ) for the 4340 steel under Simplified Acquisition Procedures. The NAICS code is 33110 - Iron and Steel Mills and Ferroalloy Manufacturing with a small business size standard of 1,500 employees.

STATEMENT OF REQUIREMENTS
4340 Steel Heat J4905
I. BACKGR OUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Applied Chemicals & Materials Division (ACMD) requires American Iron and Steel Institute- Society of Automotive Engineers (AISI-SAE) 4340 steel bars. They will be used to produce high quality Standard Reference Materials (SRMs) that are precisely machined, and heat treated for use as American Society for Testing and Materials (ASTM) Charpy V-notch reference specimens [ASTM E23, “Standard Test Methods for Notched Bar Impact Testing of Metallic Materials”].
Charpy V-notch specimens are sold by NIST as standard reference materials to indirectly verify the performance of Charpy V-notch impact machines. The steel must be of the highest quality possible to ensure uniform impact properties and long-term stability (resistance to aging) of the reference materials.
The ASTM E23 standard describes this test and these specimens.
II. SCOPE OF WORK
The Contractor shall provide 6,621 lbs. of 5/8” (15.9 mm) diameter bars of AISI 4340 steel bars from a single heat (J4905).
III. SPECIFICATIONS
The AISI-SAE 4340 steel bars from heat J4905 have been tested and meet the NIST specifications. Thus, only bars from heat J4905 are acceptable.
IV. DELIVERY
Delivery shall be FOB Destination to NIST, Boulder, Colorado within 60 days from the date of the award.
Deliveries shall be Monday through Friday between the hours of 9am-5pm (MST) except federal holidays.
The bars shall be packaged in bundles identified with reference to the ingot/billet position from which they were processed. The individual shipped boxes/packages shall weigh less than 2000 lbs. (900 kg) each (forklift capacity).
V. ACCEPTANCE CRITERIA
Upon receipt, the bars will be visually inspected, and vendor will be notified within 14 days by the Charpy Program Coordinator by email of receipt and acceptance.
