About this file
This document is an Amendment to the NIST Charpy Program Steel Specifications for AISI-SAE 4340 steel. The amendment outlines detailed requirements for the steel, including chemical composition, microstructure, and dimensional specifications. It specifies that the steel must be produced using either a double-vacuum-melting procedure or electric arc furnace melting with argon-oxygen-decarburization refining. The steel must meet compositional requirements summarized in Table 1, as well as limits on the differences between the top and bottom of the re-melted ingot. The bars must have a uniform microstructure with a fine grain size, and be within a specific hardness range. Preferences are given for lower bar diameters, larger order quantities, and vertical heat treatment. The amendment also provides details on packaging and shipping requirements.
The related federal contract opportunity is a Request for Quotations (RFQ) issued by the National Institute of Standards and Technology (NIST) for AISI-SAE 4340 and 9310 steel bars. The steel will be used to produce high-quality Standard Reference Materials for Charpy V-notch impact testing. The solicitation has a NAICS code of 33110 - Iron and Steel Mills and Ferroalloy Manufacturing, with a small business size standard of 1,500 employees.

NIST Charpy Program Steel Specifications 4340 steel
The Contractor shall provide AISI-SAE 4340 steel bars from a single heat, in order to minimize compositional and microstructural variations.
The steel shall be produced using either a double-vacuum-melting procedure (vacuum-induction-melt vacuum-arc-remelt, VIM-VAR) or (electric) arc furnace melting, followed by argon-oxygen-decarburization refining to produce electrodes which are vacuum arc re-melted (EAF/ARC-AOD-VAR). Other processes may be considered, provided they are deemed suitable for the aims of the NIST Charpy program.
The steel shall meet the compositional requirements of AISI-SAE alloy 4340 (https://www.azom.com/article.aspx?ArticleID=6772), as well as the stricter requirements of AMS6414 (https://www.sae.org/standards/content/ams6414n/), which describes steel production by a vacuum-melting procedure, and the maximum limits required by NIST for specific elements, if reported (P, S, V, Nb, Ti, Cu, O, N). The overall chemical composition requirements are summarized in Table 1 below.
Table 1 - Chemical composition requirements (mass %) for 4340 steel.
C Cr Mn Mo Ni P Si S Cu V1 Nb1 O1 N1
0.38-0.43 0.70-0.90 0.65-0.80 0.20-0.30 1.65-2.00 ≤ 0.010 0.15-0.35 ≤ 0.04 ≤ 0.35 ≤0.030 ≤0.005 ≤0.0025 ≤0.0025
If the chemical compositions at the top and bottom of the re-melted ingot are available, the differences between the two measurements (in mass percent) shall not exceed 0.030 for C, Si, and Mo; 0.10 for Mn; 0.030 for Cr; 0.050 for Ni; 0.003 for P; and 0.001 for S. Preference will be given to heats where the compositions at the top and bottom of the ingot are available.
The ingots shall be either hot-rolled to bar, or (preferably) annealed and cold-drawn/cold-finished.
The round bars shall be finished to a diameter between 0.625 in. (15.9 mm) and 0.875 in. (22.2 mm), with preference given to lower diameters.
The microstructure shall be uniform through the thickness, with an ASTM grain size No. 7 or finer, determined in accordance with ASTM E112.
The bar hardness shall not exceed HRB = 100, HV = 252, HRC = 24, or HB = 245 (depending on the hardness scale used).
In order to avoid twist and bow, the bars shall be either vertically hung during the heat treatment (vertical heat treatment - preferred method), or machine straightened.
The amount ordered shall be between 1,200 lbs. – 10,000 lbs., with preference given to quantities of 3,500 lbs. and above.
The bars shall be shipped in lengths of no more than 6 feet, and shall be securely packaged in boxes weighing no more than 2,500 lbs. each.
1 If reported.
