Statement of Requirements (SOR)

FUSiON HD 8200 Scanner Air Force Historical Research Agency

1.0 Purpose.

This acquisition aims to protect the extensive history of the Air Force by maintaining and granting access to digital historical records. This system plays a crucial role in ensuring the lasting preservation of our historical documents while offering high-quality digital access to researchers, historians, and future generations.

2.0 Description of Items.

The following item is required for performance under this contract.

2.1 Item 1: FUSiON HD 8200 Scanner. The system must meet or exceed the following minimum performance and technical requirements:

2.1.1. Quality:

The scanner must be designed for digitizing high-volume documents within mission-critical environments, emphasizing a robust, industrial-grade structure built to handle heavy, continuous, and multi-shift operations.

The scanner should have an airflow system specifically to protect the electronic chambers from dust to enhance up time.

The scanner must have an open track design for better document handling, easier access, and faster operator intervention during jam recovery.

The scanner should be engineered for continuous high-volume feeding and ejection, featuring a feeder capacity of over 1500 sheets, equivalent to 20 pounds, and capable of processing various document types. Scanners need to endure the rigors of heavy daily production scanning across multiple shifts, minimizing downtime that could hinder operations.

2.1.2. Performance:

The system is required to operate at a base speed of 321 pages each minute and can reach a maximum speed of 474 pages per minute. It should also include a runout pocket that can accommodate up to 1000 pages, enabling it to handle high-volume documents effectively.

Scanner must have the capability to perform continuous feed and continuous exit during digitization operations.

2.1.3. Image Processing:

The scanner should be equipped with both a front and a rear Charge-Couple Device camera capable of 600 DPI optical resolution. This setup guarantees that the digitization of documents adheres to the top-quality image standards like FADGI 3 star, whether scanning at slow or fast speeds. Must feature hardware to ensure consistent, certified image quality that meets FADGI 3-star standards at 200, 300, and 400 dpi.

The scanner must have OCR capabilities with speeds up to 321-484 pages per minute at 300 to 400 DPI.

Scanner must be able to deliver high-resolution 600 DPI images to improve OCR accuracy of poor imaged documents.

2.1.4. System Software:

The system must be equipped with Capture Suite software that provides real-time analytics, quality control, and data validation. Capture Suite must include tools for scanning, image quality assurance, job setup capabilities, and an administrative console for manipulating digitized batches.

Scanner must be able to output digitized images in a tiff and pdf format.

2.1.5. Required Components: The system must be delivered as a turnkey solution, including the main scanning unit, a pre-configured host computer, all operating software and licenses, and all physical accessories.

3.0 Delivery requirements:

Delivery of the system is required to include placement to a specified location inside the Air Force Historical Research Agency as per 3.1 and 3.2.

3.1 Delivery information and coordination

The delivery location is on the third floor. A loading dock is available. The vendor is required to coordinate delivery with AFHRA the site POC (334–953–6384/6857) to ensure access to Maxwell AFB and to the AFHRA building.

3.2 Delivery Location:

Air Force Historical Research Agency Building 1405, Room Number 161 600 Chennault Circle Maxwell AFB, AL 36112

4.0 Installation requirements:

The contractor shall perform a full on-site installation of the FUSiON DH 8200. This includes physical setup, connection of all components, software installation, and a full system diagnostic test to verify the system is fully operational.

5.0 Training requirements:

The contractor shall provide a minimum of two (2) consecutive days of comprehensive on-site training for up to four (6) government personnel, covering system operation, software use, and routine maintenance.
