About this file
This is a Statement of Objectives (SOO) for a federal contract opportunity issued by Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee.
The primary objective is to provide an independent air supply system to a test cell at Arnold AFB through installation of compressors, dryers, heaters, expansion turbines, and all associated utilities, power equipment, and controls. The contractor must develop a complete Statement of Work defining all design, procurement, fabrication, installation, inspection, testing, and checkout activities. Minimum performance criteria are detailed in Attachment 1 – Performance Parameters. Required milestones include Project Kickoff Meeting, Requirements Review, Preliminary Design Review, Power Study Approval, Equipment Specification Approval, Intermediate Design Review, Critical Design Review, Final Design Review, Completion of Fabrication and Installation, Verification Readiness Review, System Readiness Review, and On-Site System Orientation/Training. Data deliverables include comprehensive documentation such as operational drawings (P&IDs, schematics, line diagrams), fabrication and installation drawings, power study reports, analysis reports, equipment specifications, hazard tracking logs, risk assessments, permits, demolition and manufacturing plans, FMEA, verification and validation plans, system test plans, non-destructive examination results, pressure and performance testing results, training materials, programming documentation and source code, and user manuals. The Government receives Unlimited Data Rights to all contractor-provided technical data, analysis, drawings, software, code, and programming. The contractor must provide on-site orientation and training for all new equipment, which will be recorded by the Government. A Quality Control Plan must be developed to ensure compliance with all requirements and timely milestone achievement with appropriate corrective actions. The SOO allows offerors maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data while maintaining clear Government visibility into project status.

Statement of Objectives (SOO) AEDC-Arnold AFB: Independent Air Supply
Distribution A: Approved for public release: distribution unlimited.
IRA-26-1407
1. Program Objectives The objective of this effort is to provide an independent air supply to a test cell at Arnold AFB, TN. This will be achieved through the installation of compressors, dryers, heaters, and expansion turbines that will provide a secondary, dedicated conditioned air supply to the existing test cell. The project also includes all utilities, power, equipment, and controls required to support the new process air equipment. The minimum success criteria for the system is described in Attachment 1 – Performance Parameters.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a complete Statement of Work (SOW), to satisfy the performance requirements established in Attachment 1 – Performance Parameters. The SOW shall clearly identify and describe, in detail, all design, procurement, fabrication, installation, inspection, testing, and checkout activities required to provide a fully functional independent air supply system.
2.2. Milestones:
Planned, significant events shall be identified in the SOW, including a schedule identifying when each will occur. Milestones shall include, at a minimum:
Project Kickoff Meeting Requirements Review * Preliminary Design Review * Power Study Approval Equipment Specification Approval Intermediate Design Review * Critical Design Review * Final Design Review * Completion of Fabrication and Installation Verification Readiness Review * System Readiness Review * On-Site System Orientation / Training
* See Appendix B in Attachment 1 – Performance Parameters for specific expectations regarding these design reviews.
2.3. Data Deliverables.
Tangible or intangible data items produced as a result of the work performed shall be identified in the SOW, as well as their anticipated delivery date, method of delivery, format, and quantity.
Data Deliverables for this effort shall include, at a minimum, all documentation identified in Appendix B in Attachment 1 – Performance Parameters, including the following:
Statement of Work Power Study Report Site Plan Operational Drawings (P&IDs, Schematics, Line Diagrams, or Wiring Diagrams) Fabrication and Installation Drawings Analysis Reports Equipment Specification for Major Equipment Hazard Tracking Log Project Risk Assessment Permits Demolition Plan Manufacturing Plan Installation Plan Concept of Operations Failure Modes and Effects Analysis (FMEA) Verification, Validation, and Acceptance Plan System Test Plan Non-Destructive Examination Results Pressure Test Results Performance Testing Results Training Materials and Documentation Programming Documentation and Source Code User Manuals or Vendor-Supplied Maintenance Documentation
2.4. Data Rights:
The Government shall receive Unlimited Data Rights to all Contractor-provided technical data, analysis, drawings, software, code, and programming produced in performance of this effort.
2.5. Training:
The Government shall receive on-site orientation and training for all new equipment or systems. Training will be recorded by the Government for future use.
3. Quality Control Plan (QCP):
The contract shall define the development and maintenance of a quality control plan to ensure the requirements established within this Statement of Objectives, including all attachments, are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see Attachment 1 – Performance Parameters). Clear government visibility into the schedule, performance, and risks shall be maintained.
