1. BACKGROUND
Gulf Islands National Seashore (GUIS) is a unit of the National Park Service and is head quartered in Gulf Breeze, FL. High on a bluff overlooking the entrance to Pensacola Bay, Fort Barrancas stands as a monument to the legacy of America’s early homeland defense. Built with 6 million bricks, walls 4 feet thick and 20 feet high, Fort Barrancas was completed in 1844 and remains an example of military engineering and a marvel of human ingenuity.
2. OBJECTIVES:
The work of this contract consists of providing all labor, equipment, supervision, and materials to accomplish a replacement of 1794 square feet of existing Mod Bit roofing to include but not limited to all materials, supplies, labor and supervision to:
• Remove and dispose of existing Mod Bit roof
• Remove and dispose of all sheet metal flashing
• Replace base layer with 1 ½” polyisocyanurate roof insulation
• 1/8” tapered perlite roof insulation
• One layer of Elastophene sanded modified base felt
• Elastophene Granular FR (SG) cover
3. PLACE OF PERFORMANCE:
Gulf Islands National Seashore, Fort Barrancas Area, 3182 Taylor Road, Pensacola, FL 32508.
4. PERIOD OF PERFORMANCE:
All work specified herein shall commence after the notice to proceed is received from the Contracting Officer and completed with-in a 3-month (90 day) period.
5. SCOPE:
In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the National Park Service (NPS).
The contractor will complete the following items:
1. Contractor will provide all material, equipment, parts, and labor required to perform all of the work of this contract
2. The removal and disposal of the current or existing fire hydrants and valves and other incidental waste create in the demolition and construction process.
3. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
4. Contractor shall verify the quantity of materials needed to complete the task identified in this SOO.
5. Contractor will provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. If needed, the work area will be cordon off and secure.
6. All work will be performed Monday through Friday from 7:00 am until 3:30 pm. No work will be performed on weekends or federal holidays without prior approval.
7. The Park will designate contractor/employee parking and equipment storage areas.
No company signs shall be installed on government property. Smoking and eating will be performed in areas designated by the Park. Employees shall always wear appropriate clothing.
8. Contractors will notify NPS staff of scheduled site visits to ensure access to secure areas.
9. The Davis-Bacon Act applies for this contract.
6. SAFETY:
All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, and local regulations and requirements. Prior to starting work on government property, the contractor will submit to Gulf Islands National Seashore for approval a copy of their company safety plan pertaining to this particular contract. Although not all-inclusive, the safety plan must address at a minimum the following areas:
1) Heavy equipment operations (if required)
2) Fall Protection Plan
3) Public/visitor safety (barriers/signage, etc…)
4) Traffic safety plan (if required)
5) Trenching/sloping of soil (if required)
6) Personal protective equipment to be used
7) Hazardous materials (HAZMAT) to be used
a. Copies of Safety Data Sheets (SDS) must be provided to the Park
b. Storage of HAZMAT
8) Emergency response protocols
9) Personnel training requirements
10) OSHA DART rate
a. OSHA 300A Summary for last three years
Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the GUIS Collateral Duty Safety Coordinator. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
The Contractor shall immediately stop work and inform COR in the event of an inadvertent discovery of cultural resources or unforeseen impact on natural resources. Likewise, the COR, Cultural Resource Monitor, or Natural Resource Monitor shall have the authority to issue stop work orders to the Contractor if an inadvertent discovery of cultural resources or unforeseen impact on natural resources occurs, until appropriate mitigations can be put in place. Digging must be contained to the smallest footprint possible to prevent unearthing of areas not disturbed by previous installations.
7. TASKS:
COMMUNICATION
A). Contractor shall notify the Contracting Officer’s Representative (COR) between 7:00 and 7:15 am on the morning work will be performed or inform the COR why services cannot be performed that day. The COR is Hank Reynolds, office number: 850-916- 3024, cell phone: 850-281-2156.
B). Work shall be performed during daylight hours between 7:00 am and 3:30 pm Monday through Friday. Weekend and holiday work will not be permitted, unless approve by the park COR.
C). Schedule changes MUST be cleared through the Contracting Officer
SPECIFIC REQUIREMENTS
• Coordinate with NPS COR before any work begins
GERERAL PROVISIONS
Basic Provisions for replacing Mod Bit roof:
• Remove and dispose of existing Mod Bit roof
• Remove and dispose of all sheet metal flashing and replace
• Replace base layer with 1 ½” polyisocyanurate roof insulation
• 1/8” tapered perlite roof insulation
• One layer of Elastophene sanded modified base felt
• Elastophene Granular FR cover SOPRALENE 180 FR GR (SG) or approved equal
WEATHER
Contractor shall notify the COR of any intention to cancel work for the day due to weather.
8. DELIVERY:
All deliverables required to complete this project will be delivered by the contractor.

9. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR
INFORMATION (GFP, GFM, GFE, OR GFI):
10. SECURITY:
The information developed under this Statement of Objectives is the property of the U.S. government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract information CDs unless otherwise approved in writing by the Contracting Specialist.
11. SPECIAL MATERIAL REQUIREMENTS:
Federal agencies shall advance sustainable acquisition by ensuring that 95 percent of new contract actions for the supply of products and for the acquisition of services (including construction) require that the products are:
• Energy-efficient (ENERGY STAR® or Federal Energy Management Program (FEMP)-designated)
• Water-efficient
• Biobased
• Environmentally preferable (e.g., EPEAT®-registered, or non-toxic or less toxic alternatives)
• Non-ozone depleting
• Made with recovered materials.
12. OTHER UNIQUE REQUIREMENTS:
BID OPTION to replace skylights meeting 2020 (7th Edition) FBC Approved Products (Impact resistant & approved for use in the HVHZ) o See attached blueprints for quantity and size of rough openings
• Fort Barrancas VC is located on Naval Air Station Pensacola. All Contract employees must have a valid Base Pass to enter the Base. If passes are needed, contractor is to contact COR with the following information of each employee needing access: Full Name, DOB, Address, Drivers License or State ID number
13. QUALITY ASSURANCE REQUIREMENT:
The government will periodically evaluate the contractor’s performance in accordance with the statement of work. All new equipment must conform to the manufacturer’s instructions and guidelines for installation and start-up.
While performing work, the contractor shall comply with the latest applicable versions of the following:
• International Family of Codes, primarily the IBC (International Building Code)
• American Society of Heating, Refrigeration, and Air-Conditioning Engineers
(ASHRAE) Standards and Guidelines
• National Environmental Balancing Bureau (NEBB)
• Associated Air Balance Council (AABC)
• NFPA 101 (National Fire Protection Association's Life Safety Code)
• Federal, State and Local Building Codes, Standards and Policies
• Local codes only if required by utility companies for service connections.
• National Electrical Code (NEC)
• Occupational Safety and Health Administration (OSHA) requirements

Additional Requirements:
• Any damages to areas not specified in this document shall be fixed and repaired at no cost to the government.
• All affected areas must be restored to their original condition from before the work began.
• Park visitors can be expected to be present during all working hours for the duration of the project. The contractor must consider managing a compact construction site that minimizes intrusion (noise, traffic, material staging, dust) of visitor activities.

• Any unused conduit, plumbing, ductwork, or other misc. equipment shall be removed from the worksite by the contractor and at the contractor’s expense.
• All new equipment must conform to the manufacturer’s instructions and guidelines.
Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR the following items (Electronic submission in PDF or MS Office format is acceptable):
• Safety plan
• Certificate of Insurance (Commercial General Liability policy limit $1M minimum)
• Proof of State of Florida registered or certified roofing contractor’s license
• Bond or ILC (alternate payment protection) pursuant to 40 U.S.C. 3132, for construction contracts greater than $35,000 (See clause at 52.228-13 for details).

15. INVOICES AND PAYMENTS:
52.232-5 PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS (MAY 2014)
Payment of price. The Government shall pay the Contractor the contract price.
Progress payments. The Government will make progress payments monthly as the work proceeds on estimates of work accomplished meeting the standards of quality, as approved by the Contracting Officer.
(1) The Contractor’s request for progress payments shall include the following substantiation:
(i) An itemization of the amounts requested, related to the various elements of work required.
(ii) A listing of the amount included for work performed by each subcontractor under the contract.
(iii) A listing of the total amount of each subcontract under the contract.
(iv) A listing of the amounts previously paid to each such subcontractor under the contract.
(v) Additional supporting data in a form and detail required by the Contracting Officer.

Adjustment for Inadequate Performance
• Well-maintained buildings and systems are the National Park Service’s goals.
Routine inspection shall be performed to minimize work improperly performed.
Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor.
• In the event satisfactory progress has not been made, the Contracting Officer may retain up to 10 percent of the amount of the payment until satisfactory progress is achieved. Upon completion and acceptance of public work, payment shall be made for the completed work without retention of a percentage.
