About this file
This is a Statement of Objectives (SOO) for a federal contract opportunity issued by the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base, Tennessee on January 22, 2026 (SOO #16273-26-002, IRA-26-1255).
The primary objective is to provide temperature-controlled heated high-pressure air to the SL-3 test facility at Arnold AFB by extending the existing ambient high pressure air distribution system and installing a new heater and temperature control system with all supporting utilities, equipment, and controls. The contract requires the contractor to develop a detailed Statement of Work satisfying performance requirements specified in Attachment 1 – Performance Parameters. The contractor must identify and define all design, procurement, fabrication, installation, inspection, testing, and checkout activities required for a fully functional heated air supply system. Minimum required milestones include Project Kickoff Meeting, Requirements Review, Preliminary Design Review, Heater Design/Specification Approval, Intermediate Design Review, Critical Design Review, Final Design Review, Completion of Fabrication and Installation, Verification Readiness Review, System Readiness Review, and On-Site System Orientation/Training, with specific expectations outlined in Appendix B.
Data deliverables must include comprehensive documentation: Statement of Work, site plans, operational drawings (P&IDs, schematics, line diagrams, wiring diagrams), fabrication and installation drawings, analysis reports, equipment specifications, hazard tracking logs, project risk assessments, permits, demolition plans, manufacturing and installation plans, concept of operations, failure modes and effects analysis, verification and validation plans, system test plans, non-destructive examination and pressure test results, performance testing results, training materials, and user manuals. The Government shall receive Unlimited Data Rights to all contractor-provided technical data, analysis, drawings, and programming. The contractor must develop and maintain a quality control plan ensuring compliance with all requirements and milestones, with appropriate corrective action procedures. The contract emphasizes allowing contractors maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data while maintaining clear government visibility into these areas. On-site orientation and training for all new equipment or systems will be provided and recorded by the Government for future use.

Statement of Objectives (SOO) AEDC-Arnold AFB: SL-3 Heated Air Supply
Distribution A: Approved for public release: distribution unlimited.
IRA-26-1255
1. Program Objectives The objective of this effort is to provide temperature controlled heated high pressure air to the SL-3 test facility at Arnold AFB, TN. This will be achieved by extending the exiting ambient high pressure air distribution system to the area and installing a new heater and temperature control system at the facility. The project also includes all utilities, equipment, and controls required to support the new heater. The minimum success criteria for the system are described in the attached performance parameters.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed:
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy the performance requirements established in Attachment 1 – Performance Parameters. The SOW shall clearly identify and describe, in detail, all design, procurement, fabrication, installation, inspection, testing, and checkout activities required to provide a fully functional heated air supply system.
2.2. Milestones:
Planned, significant events shall be identified in the SOW, including a schedule identifying when each will occur. Milestones shall include, at a minimum:
Project Kickoff Meeting Requirements Review * Preliminary Design Review * Heater Design / Specification Approval Intermediate Design Review * Critical Design Review * Final Design Review * Completion of Fabrication and Installation Verification Readiness Review * System Readiness Review * On-Site System Orientation / Training
* See Appendix B in Attachment 1 – Performance Parameters for specific expectations regarding these design reviews.
2.3. Data Deliverables.
Tangible or intangible data items produced as a result of the work performed shall be identified in the SOW, as well as their anticipated delivery date, method of delivery, format, and quantity.
Data Deliverables for this effort shall include, at a minimum, all documentation identified in Appendix B in Attachment 1 – Performance Parameters, including the following:
Statement of Work Site Plan Operational Drawings (P&IDs, Schematics, Line Diagrams, or Wiring Diagrams) Fabrication and Installation Drawings Analysis Reports Equipment Specification for Major Equipment Hazard Tracking Log Project Risk Assessment Permits Demolition Plan Manufacturing Plan Installation Plan Concept of Operations Failure Modes and Effects Analysis (FMEA) Verification, Validation, and Acceptance Plan System Test Plan Non-Destructive Examination Results Pressure Test Results Performance Testing Results Training Materials and Documentation User Manuals or Vendor-Supplied Maintenance Documentation
2.4. Data Rights:
The Government shall receive Unlimited Data Rights to all Contractor-Provided technical data, analysis, drawings, and programming produced in performance of the SOW.
2.5. Training:
The Government shall receive on-site orientation and training for all new equipment or systems. Training will be recorded by the Government for future use.
3. Quality Control Plan (QCP):
The contract shall define the development and maintenance of a quality control plan to ensure the requirements established within this Statement of Objectives, including all attachments, are met in accordance with the SOW. This shall include the development and implementation of procedures to meet milestones and to ensure appropriate corrective action is taken when milestones are not met.
4. Program Management Objective:
Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see Attachment 1 – Performance Parameters). Clear government visibility into the schedule, performance, and risks shall be maintained.
