About this file

This is a Market Intelligence Request memorandum from the Department of the Air Force, Headquarters Air Force Materiel Command, issued on 3 February 2026, soliciting vendor input for a Heated Air Supply system project. The Government is in the market intelligence phase and seeks qualified vendors utilizing NAICS Code 541330 (Engineering Services) to provide information regarding their technical capabilities, budgetary estimates, and regulatory compliance. The memorandum is directed to AFMC/AFTC/PZIA at Arnold AFB, Tennessee, with responses managed by Agreements Officer Greggory C. Jones.

Vendors must address three critical technical capability areas: (1) experience designing, installing, and testing high-pressure, temperature-controlled air systems with industrial heaters and temperature control systems similar to AEDC environments; (2) system design and integration methodology from design through testing, including management of Preliminary Design Reviews, Critical Design Reviews, and System Readiness Reviews; and (3) typical data deliverables including design documentation, P&IDs, schematics, CONOPS, installation plans, manufacturing plans, FMEA, and system test plans. Vendors must provide budgetary estimates for both a business process prototype phase and full project execution, with system delivery required by Q4 FY28. All responses must address compliance with 10 U.S.C. 4022 "Appropriate Use of Authority" requirements by identifying which criterion (nontraditional defense contractor/nonprofit participation, small business/nontraditional contractor participation, or one-third non-Federal funding) the vendor will leverage. The project requires NIST SP 800-171 compliance; vendors must submit their CAGE code by 12 February 2026 for compliance validation before accessing Distribution D technical performance documents. Market Intelligence responses are due 24 February 2026, close of business. This is explicitly not a request for proposal and does not guarantee contract award.

MEMORANDUM FOR VENDORS UTILIZING NAICS CODE 541330: ENGINEERING SERVICES

FROM: AFMC/AFTC/PZIA (Arnold) 100 Kindel Drive Arnold AFB, TN 37389-1332

SUBJECT: Heated Air Supply – Market Intelligence Request

The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for a Heated Air Supply system. To help the Government assess your company's suitability, please provide concise responses to the following key questions:

Technical Capabilities (Top 3):

• High-Pressure Heated Air System Expertise: Describe your company’s experience in designing, installing, and testing high-pressure, temperature-controlled air systems. Specifically, address your experience with industrial heaters, temperature control systems, and extending existing high-pressure air distribution systems in an industrial or test environment similar to AEDC.

• System Design & Integration: Summarize your approach to developing a fully functional heated air supply system, from design and fabrication to installation and testing. Outline your typical process for managing milestones such as Preliminary Design Reviews (PDR), Critical Design

Reviews (CDR), and System Readiness Reviews (SRR).

• Data Deliverables: Describe the typical reports and data you provide for a project of this scope, including design documentation, analysis, calculations, and test plans. Give examples of key deliverables such as Operational Drawings (P&IDs, Schematics), CONOPS, Installation Plans, Manufacturing Plans, Failure Modes and Effects Analysis (FMEA), and System Test Plans.

Budgetary & Timeline Information:

Please provide the following budgetary estimates and acknowledge the required need dates:

• A budgetary price for a business process prototype for this project, which may consist of project management elements, a finalized developed statement of work, etc.

• A budgetary price for the actual execution of the full project, understanding the known need dates for system delivery is Q4FY28.

10 U.S.C. 4022 - Appropriate Use of Authority:

Provide a brief overview of how your company anticipates satisfying the "Appropriate Use of Authority" requirement as defined in 10 U.S.C. 4022(d)(1)(A)-(C). Specifically, indicate which of the following criteria (A, B, or C) your company intends to leverage and provide a brief rationale for your selection:

(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.

(B) All significant participants in the transaction other than the Federal Government are small businesses

(including small businesses participating in a program described under section 9 of the Small Business Act

(15 U.S.C. 638)) or nontraditional defense contractors.

(C) At least one-third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.

NIST SP 800-171 and Distro D Information:

This project requires adherence to NIST SP 800-171. To understand the technical performance parameters necessary to meet this requirement, you may request access to documents marked as Distribution D, such as Attachment 1 – Performance Parameters and other Distro D Appendixes.

To request these documents, and before you can receive them, your company must undergo a NIST SP 800-

171 compliance vetting process. Please provide your company's CAGE code to the Agreements Officer, who will then validate your organization's NIST SP 800-171 compliance.

Important: Distribution D attachments will be released only after the successful validation of your company's NIST SP 800-171 compliance. Failure to meet this requirement will prevent access to this critical project information.

This is not a request for proposal, and an award is not guaranteed to be made. Information received is intended to help the Government determine the final acquisition approach.
