The period of performance is from July 1st, 2025, to June 30th, 2026.

STATEMENT OF OBJECTIVES (SOO)
Purpose: The U.S Mission requires a contractor to provide Rideshare Services for Department of State (DOS) personnel for the U.S Embassy in Brasília and its Consulates in São Paulo, Rio de Janeiro, Recife, Porto Alegre, Manaus and in Belo Horizonte, and requires the contractor to provide Rideshare Services to destinations within Brazil and other overseas locations on an as-needed basis.
Scope or Mission: The U.S Mission in Brazil seeks an alternative transportation method to provide additional support to the USG employees other than Motor Pool services for Embassy/Consulates related travel for official business. Services may be requested during large visits, during the NEC construction, or whenever the rideshare, service is deemed to be the fastest and most effective transportation option.
Period and Place of Performance: July 1st, 2025, until June 30st, 2026.
Background: Over the coming years, two of the largest Posts in the U.S Mission Brazil will be under the construction of New Embassy Compound (NEC), which will likely reduce the flexibility to provide Motor Pool services to the USG staff when they are not located near by the Embassy or the Consulates. In addition, as a result of the COVID-19 Pandemic, Mission Brazil instated a rideshare policy to enable Mission critical personnel to travel to their offices without having to take public transportation. As the COVID-19 posture evolved, and with the commencement of NEC construction at Brasilia and Rio De Janeiro, US Mission Brazil is modifying the rideshare service to comply with the evolving conditions as well as encourage competition in the local commercial rideshare market.
Therefore, to facilitate the continuity of the U.S Mission operations during the construction phase, the pandemic scenario or whenever a large official visit occurs, the rideshare service shall be used or requested.
Performance Objectives: The U.S Mission requires a contractor to provide Rideshare Services for Department of State (DOS) personnel at the U.S Embassy in Brasília and its Consulates in São Paulo, Rio de Janeiro, Recife, Porto Alegre, Manaus and in Belo Horizonte, and requires the contractor to provide Rideshare Services to destinations within Brazil, and – if available - in other overseas locations on an as-needed basis. The contractor shall have personnel/drivers available to immediately meet the requirements of being acceptable Rideshare subcontractors who can provide the immediate pick up and timely drop-offs of agency personnel.
