Statement of Objectives Center for Information Technology Human Capital Support for Sourcing and Identification of Highly Qualified Job Seekers for Mission-Critical Federal IT Positions

Background The NIH Center for Information Technology (CIT) and the Office of the Chief Information Officer (OCIO) are seeking support from an industry leader in providing human capital support to federal agencies to assist in the sourcing and identification of highly qualified job seekers for mission-critical, hard to fill, federal IT positions.

CIT has conducted several recruitments for key IT leadership and subject matter expert roles with limited success. Candidates who applied to CIT’s vacancy announcements, made the cert, and were interviewed for the position were either less highly qualified than needed for the role, not highly motivated to change jobs into a federal position, or not a good fit for the culture and values of the CIT organization. For these unsuccessful recruitments, CIT relied upon the standard federal vacancy announcement posting on USAJobs and, in some cases, NIH Office of Human Resources’ Corporate Recruitment practices which advertised the vacancy more widely with the goal of raising awareness among qualified populations and attracting more applicants to the announcement. While this approach, in some cases, increased the applicant pool, it did not address whether applicants were actually motivated job seekers.

Objective CIT’s objective is to partner with an industry leading firm in providing federal human capital and recruitment support that results in highly qualified, motivated job seekers for federal positions becoming candidates for CIT’s federal vacancies so that CIT can interview and select such candidates from federal certs. CIT requires support to identify individuals who 1) have specific, high-level qualifications required for key CIT IT vacancies, and 2) are motivated job seekers interested in pursuing federal employment who may be candidates for CIT’s federal vacancies. CIT’s objective is to make these candidates aware of CIT’s federal vacancies and ensure they know how to apply and what to expect during the recruitment process for a federal position. The contractor’s involvement with identified potential candidates would end once the applicant has applied to a CIT job announcement. The contractor will not be involved in screening, interviewing or evaluating candidates as part of the federal hiring process.

CIT has several key roles, including Senior Executive Service positions in IT leadership and management and IT and cyber security subject matter experts, to perform mission-critical functions for CIT and NIH. CIT would like support that can be applied to key roles as they arise on an ongoing basis.
