Questions and Answers to Solicitation No. 75N9702Q00026 entitled “Center for Information Technology (CIT) – Human Capital Support for Sourcing and Identification of Highly Qualified Job Seekers for Mission-Critical Federal IT Positions Services”

1. What are the current and anticipated positions for which the Government seeks/will seek recruiting support? Please identify the labor categories and locations (including whether positions may work remotely), quantities, qualifications, and whether these are current or anticipated future requirements.

Response: Potential positions that may be supported with recruitment services under this contract are below. Other positions may require support as needs change. Position descriptions and qualifications will be provided after contract award. All positions are onsite in Bethesda, MD and may be eligible for telework. These positions are a mix of current and future needs.

-- IT Governance and Strategy Lead, Portfolio Management Office, GS14 2210 -- Acquisition Planning and Strategy Lead, Portfolio Management Office, GS14 2210 -- Portfolio Management Lead, Portfolio Management Office, GS14 2210 -- NIH Chief Information Security Officer, Senior Executive Service -- Supervisory IT Specialist, IT Services and Support, GS15 2210

1. How many active position requisitions does the Government anticipated having each month, on average? We understand that the Government cannot predict future needs, but, based on historic data, we appreciate the Government’s estimate.

Response: As an estimate, approximately 5 – 10 positions would require support during the base period of the contract.

1. Does CIT wish to interview potential candidates referred by the contractor prior to the candidate applying for the position?

Response: No. Candidates should apply through the federal hiring process at UASJobs.gov.

1. Are there specific labor categories within the IT function that are being requested?

Response: While the government does not use labor categories to classify federal positions, job functions that may require recruitment support are Portfolio Management, Acquisition Planning and Strategy, IT Governance and Strategy, Information Security, and IT Services and Support Management. Other IT-related functions may be required.

1. Can you provide job descriptions for the specific IT functions?

Response: Position descriptions will be provided after contract award.

1. It is our understanding that we are "sourcing" and "identifying" qualified candidates for this opportunity. Is the contractor involved in the interview process or is that a government function?

Response: Interviewing candidates is a government function as part of the federal hiring process.

1. Will the candidates once hired, become government employees or will they remain as contractor employees?

Response: Hired candidates will become government employees.

1. Our performance is commercial. Will that factor void our ability to successfully compete at this opportunity?

Response: Commercial companies are invited to compete for this requirement.

1. The documents refer several times to this as a Task Order, and there is a reference to “Pricing Proposal (Volume 2) (excluding the NIHBSSII Contract Price List)” is this really a task order under the NIH BSS 2 contract?

Response: This is a mistake. The requirement is to award an Open Market Firm-Fixed Priced Purchase Order.

1. The documents refer to the contract as FFP, and Hourly FFP. There no clear Level of effort. Can the government please clarify how it wishes the price to be proposed?

Response: The government will award a Firm-Fixed Priced purchase Order.

1. If Hourly FFP, is there a specific number of hours that the government wishes bid or is the contractor to determine the number of hours required to source for 5-10 openings per year?

Response: This award is a Firm-Fixed Price award. It is not a hourly Firm-Fixed Price.

1. Can the government provide a pricing format?

Response: No pricing format is available since this is a Firm-Fixed Price Open Market Award for IT Recruitment Services.

1. There is reference to an SF-18- but no attachment.

Response: Please see attached.
