About this file
This Statement of Objectives (SOO) details a comprehensive Automatic Number Plate Recognition (ANPR) system procurement for the 501st Combat Support Wing (CSW) Security Forces Squadron across five Royal Air Force (RAF) installations. The project has three primary objectives: (1) Procurement and Delivery of ANPR System Components within 3 months of contract award, involving 24 Bosch 7100 series bullet cameras, 24 ANPR licenses, 8 network switches, and associated equipment; (2) Installation and Configuration of the ANPR system within 6 months, requiring four cameras per base strategically positioned to monitor vehicular traffic, with capabilities to capture license plates of vehicles moving up to 75 mph; and (3) Ongoing System Maintenance and Support for a 24-month period, including quarterly preventative maintenance inspections, 24/7 support, and a 4-hour guaranteed response time for system issues.
The proposed system will integrate with existing Bosch BVMS infrastructure and include advanced features such as database search functions, built-in reporting (vehicles by day/hour, car park analysis), user management, live camera monitoring, asset management, access scheduling, and email notifications. The contractor will be responsible for complete system implementation, including all management, tools, supplies, equipment, hardware, software, installation, electrical and communication provisions, cabling, mounting infrastructure, labor, testing, and incidental training. The ultimate goal is to enhance security and situational awareness by comprehensively monitoring and logging inbound and outbound vehicular traffic at these RAF installations.

Statement of Objectives: Automatic Number Plate Recognition (ANPR) System Procurement, Installation, and Maintenance
1.0 Introduction
The 501st Combat Support Wing (CSW) Security Forces Squadron seeks to procure, install, and maintain a comprehensive Automatic Number Plate Recognition (ANPR) system across RAF Alconbury, RAF Molesworth, RAF Croughton, RAF Fairford, and RAF Barford St John. This project aims to enhance security and situational awareness by monitoring and logging all inbound and outbound vehicular traffic at these installations. The system will be a turnkey, nonproprietary upgrade to the existing CCTV infrastructure, ensuring compatibility and interoperability.
2.0 Objectives
The primary objectives of this project are:
• Objective 1: Procurement and Delivery of ANPR System Components (Completion within 3 months of contract award) o Description: Procure and deliver all necessary ANPR system components, including cameras, software, network switches, cabling, and mounting infrastructure, in accordance with the specifications outlined in the contractor's quote.
o Measurable Outcome: Delivery of the following components to designated locations at each RAF installation:
▪ 24 x Bosch 7100 series bullet cameras with Bosch IVA Pro License Plate Recognition software or equal.
▪ 24 x Bosch ANPR Licenses or equal.
▪ 8 x Network Switches.
▪ Bosch 12.3 Software Upgrades or equal.
▪ All required cabling and containment materials.
o Activities:
▪ Contractor to submit a detailed list of components to be delivered including serial numbers.
▪ Receive and inspect all delivered components for damage and compliance with quoted specifications.
Draft
▪ Securely store components until installation.
• Objective 2: Installation and Configuration of ANPR System (Completion within 6 months of contract award) o Description: Install and configure the ANPR system at each of the five RAF installations, ensuring proper functionality, network integration, and compatibility with the existing Bosch BVMS system.
o Measurable Outcome: Fully operational ANPR systems installed and configured at all five RAF installations, meeting the following specifications:
▪ Four (4) cameras per base, strategically positioned to monitor and log all inbound and outbound vehicular traffic.
▪ Cameras are weatherproof, anti-vandal, day and night/low-light rated, with a viewing range of 3+ meters and the ability to capture number plates of vehicles moving up to 75 mph.
▪ A central database system installed at the Base Defense Operations Center at each base, using the existing Bosch BVMS system to maintain a log of vehicles entering/exiting.
▪ The system incorporates the following features: Database Search Functions, Built-in Reporting (Vehicles across sites by Day, Vehicles across sites by Hour, Car Park Analysis for Dwell Times), User Management, Camera and Camera Group Management, Live Camera Monitoring, Asset Management and Access Scheduling, and Email notifications of arrival and departure of named visitors.
▪ One User Account License for System administration and One User Account License for user access.
▪ One Site Monitor License.
o Activities:
▪ Contractor to coordinate installation schedule with each base's Security Forces Squadron.
▪ Contractor to provide all management, tools, supplies, equipment, hardware, software, install, electrical and communication provisions, cabling, mounting infrastructure, labor, testing, and incidental training of the equipment, personnel, and services required to properly and successfully complete all work.
▪ Conduct post-installation testing to verify functionality and accuracy of license plate recognition.
▪ Provide training to 501 CSW personnel on system operation and maintenance.
• Objective 3: Ongoing System Maintenance and Support (24-Month Period) o Description: Maintain the ANPR system for a period of 24 months, ensuring optimal performance and reliability through preventative maintenance, timely repairs, and responsive support.
o Measurable Outcome: Consistent system uptime and functionality, as demonstrated by:
▪ Completion of four (4) annual site visits (quarterly preventative maintenance inspections) at each of the five RAF installations.
▪ Resolution of system issues within the guaranteed dispatch time of 4 hours for repair/restoration of ANPR capabilities.
▪ Contractor will maintain a Point of Contact telephone number to call in the event of ANPR faults, outage and/or to troubleshoot issues 24 hours/ 7 days a week.
▪ Minimize system downtime through proactive maintenance and rapid response to reported issues.
o Activities:
▪ Contractor to conduct quarterly preventative maintenance inspections, including visual inspection of all components, cleaning of camera housings, inspection of cables and connections, recording of data, equipment recalibration, system analysis, lens/iris adjustment, full testing of all related ANPR software, testing of video caption equipment, testing of recording equipment, and testing of Ethernet connections.
▪ Contractor to provide 24/7 support for system faults, outages, and troubleshooting.
▪ Contractor to dispatch a representative within 4 hours if needed for repair/restoration of ANPR capabilities.
▪ Contractor to document all maintenance activities and repairs performed.
