This sources sought notice from the Defense Logistics Agency Energy requests capability statements from suppliers for a potential four-year contract to provide bulk gaseous helium across various customer locations in the continental United States. Suppliers would be responsible for filling compressed gas tube trailers and ISO containers with helium meeting Type I, Grade A or N specifications to pressures between 2400 and 4500 psi within five days of order receipt or 48 hours if expedited. Estimated annual quantities are provided by location totaling approximately 91,000 cubic feet stored in 12-cylinder ISO containers. Interested parties must demonstrate capability to meet technical and quality requirements, allow government inspections, and register in the System for Award Management. Capability statements are due by February 6, 2023 and may inform a future solicitation for this requirement.

STATEMENT OF OBJECTIVES
27 JANUARY 2023
1. DESCRIPTION OF REQUIREMENT: Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and services, requires delivery of gaseous helium. The Contractor shall provide all product, supplies, management, tools, equipment, and labor necessary to provide gaseous helium f.o.b. Destination into Customer Owned/Customer Leased compressed gas tube-bank trailers and International Organization for Standardization (ISO) tube module containers at the vendor’s fill point(s). This requirement encompasses various customers throughout the Continental United States (CONUS). In this requirement f.o.b. Destination means the potential supplier’s fill-point/plant(s). The Government shall be responsible for shipping trailers to/from supplier fill-point/plant(s).
2. PRODUCT SPECIFICATION AND SAMPLING REQUIREMENTS:
Gaseous Helium (Bulk) shall conform to the requirements of Type I, Grade A, 99.995% of specification MIL-PRF-27407D, dated 01 August 2014, Propellant Pressurizing Agent Helium, NSN: 9135-01-644-2502 and Pressurizing Agent Gaseous Helium (Bulk), NSN: 6830-01-665-9883, Type I Grade N, 99.997% in accordance with CGA G-9.1N (available from the American Gas Association) as specified on the Delivery Order.
2.1. For the MIL-PRF-27407D helium, gas containers interconnected by a single manifold that equalizes the pressure across all the containers is considered a lot and shall be sampled and analyzed. For the CGA G-9.1N helium, all of the helium supplied in one shipping container is defined as a lot and shall be sampled and analyzed accordingly. The samples shall be taken from the manifold sampling point on the tube bank trailers and/or ISO tube module containers. Sampling shall be accomplished by one of the methods indicated in the MIL-PRF-27407D. The sampling port on the manifold shall be clean and free of contaminants.
2.2. One copy of a Certificate of Analysis (COA) for each sample required by the specification shall be attached to the container inside the rear cabinet and shall also be submitted as an attachment to the applicable Wide Area Workflow (WAWF) document.
3. PRODUCT ORDERING: A Delivery Order (DO), DD Form 1155, will be issued for each required delivery. The Customer will provide details to include the trailer #, load need date and other pertinent information.
4. QUANTITY DETERMINATION:
4.1. Quantity determination shall be performed at Origin in accordance with the F1.36 clause, DETERMINATION OF QUANTITY.
4.2. One copy of the Quantity Load Sheet, or equivalent shall be attached to the container inside the rear cabinet and shall be submitted as an attachment to the applicable Wide Area Work Flow (WAWF) document.
5. PRODUCT DELIVERY:
5.1. Compressed helium gas tube-bank trailer(s)/ISO tube module container(s) shall normally be filled to capacity. However, on occasion, the Contractor may be requested to fill only a portion of the container capacity.
5.2. For routine delivery, the Contractor shall have compressed helium gas tube-bank trailer(s) and/or ISO tube module(s) filled and ready for shipment within 5 days of the Delivery Order (DO) unless a longer period is specified on the order.
5.3. If an expedited delivery is required, the Contractor shall utilize “commercially reasonable efforts” to have compressed helium gas tube-bank trailer(s) and/or ISO tube module container(s) filled and ready for shipment within 48 hours of receipt of the DO.
5.4. Delivery Hours: Routine deliveries will be scheduled by the customer for carrier pick-up during the Contractor’s normal business hours. Drop-off and pick-up transportation shall be the responsibility of the customer.
5.5. Product Heel: All helium containers returning to the Contractors fill point will have residual product inside. The Contractor shall have the capability to analyze heel for compliance with specification stated herein. Product heel that conforms to the specification shall be retained within the helium container for top-filling. At no time will heel product be purged from returning containers unless approved by the DLA Contracting Officer.
In the event heel product does not meet the specification or helium container is contaminated (e.g., valves open or no pressure in the cylinders/tubes), Contractor shall have the capability to clean, evacuate, and/or purge bulk helium containers within 24 hours, so that when filled, the product will meet specification requirements. Purge procedures shall follow industry standards for bringing containers back into service.
5.6. Applicable delivery orders shall be issued with a Defense Priorities and Allocations System (DPAS) rating. Whenever a DPAS rating appears in the DPAS Rating field on the Delivery Order, it means that it is a rated order certified for national defense, emergency preparedness, and energy program use, and contractors are required to follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR part 700). By acknowledging the DO, contractor accepts the DPAS rating.
6. PRE- AND POST-LOAD REQUIREMENTS:
6.1. After filling and prior to sealing of the rear cabinet doors, Contractor shall verify all valves are in the closed position and leak-free, all fittings and brackets properly installed, outlets have dust covers properly installed, and rear cabinet is free of debris and clean.
7. CONTAINER EVACUATION / PURGE: The Contractor shall have the capability to evacuate and purge tube-bank trailers and ISO tube modules as ordered on the DO. The Contractor shall notify the Government and Customer whenever contamination is suspected and ask for guidance from the DLA Energy. Upon contract award, the Contractor shall develop and provide the CO detailed procedures for cleaning/purging tube trailers, ISO tube modules, and/or individual tubes. These purge procedures shall be presented to the DLA Energy CO for approval. Procedures should include steps for verifying contamination in the tubes is low enough to insure that, upon loading with product, the loaded product will meet specification requirements.
8. SECURITY REQUIREMENTS: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federally issued photo ID that displays the driver’s full name and date of birth. Deliveries to Military installations will require delivery personnel provide social security number and be subjected to background checks. Driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on each facility. Also, any special instructions will be included on the Delivery Order.
