Statement of Objective Multi-Level, Retractable Seating Platform
System 17 July 2025
The objective of this requirement is to provide a multi-level, retractable seating platform system, also referred to as “Unit” in this document. This Unit should accommodate individual office chairs on each tiered level. The Unit shall feature a manual telescoping retraction mechanism, enabling the lower levels to stow compactly underneath the uppermost level when not in active use. All Unit surfaces should be primarily black. The Unit shall include individual chairs, EC4 Executive guest chair with black Davenport Leather (Part #EC4210106, a Unicor product), brand name or equal, which can be removable from the Unit when retracted. All furnished chairs should be black.
Delivery and Assembly: The offeror shall be responsible for the complete delivery, offloading, and assembly of the Unit and all associated chairs within Room 104, Building 1044. All packaging materials and debris shall be removed from the premises by the offeror upon completion of assembly. Room 104 of Building 1044 is a restricted area, any individual entering this building must be a US citizen and must be cleared to enter the building/room.
Unit Affixation: The Unit shall be free-standing. The Unit shall not require bolting, affixing, or permanent attachment to the floor or walls of Room 104, Building 1044.
Access and Site Verification: The offeror shall be solely responsible for ensuring that all components of the Unit and chairs can be safely and successfully transported through all necessary access points, including but not limited to, the external door to Room 104, Building 1044. Current measurements for this door indicate approximate dimensions of 40 5/8 inches (W) by 84 inches (H). The offeror shall verify all critical dimensions of Room 104, Building 1044 along with all access pathways to room 104 prior to development, delivery and assembly of the Unit. Any delays or additional costs incurred due to the offeror's failure to verify critical dimensions shall be the sole responsibility of the offeror.
Unit Height and Safety Compliance: The maximum height of the top Unit level (standing surface/floor) shall not exceed 48 inches (4 feet) from the finished floor of Room 104, Building 1044. The Unit shall strictly comply with all applicable Occupational Safety and Health Administration (OSHA) regulations and Air Force Manual (AFMAN) 91-203, Air Force Occupational Safety, Fire, and Health Standards. The offeror shall provide certification of compliance upon delivery of the Unit.
Seating Capacity and Configuration: The offeror shall provide in their quote a solution for the Unit that maximizes seating capacity within the provided space in Room 104, Building 1044.
The quoted seating configuration shall utilize EC4 Executive guest chair with black Davenport Leather (Part #EC4210106, a Unicor product), brand name or equal. The offeror shall clearly state the total number of chairs quoted for the Unit. This quantity shall represent the maximum
System feasible seating capacity while strictly adhering to all safety and access requirements outlined herein including space for a pathway to the top level of the Unit.
Access and Egress Path: The Unit shall incorporate clear and unobstructed entrance and egress path to permit safe and unhindered access to each level of the Unit. This path shall be compliant with all applicable Occupational Safety and Health Administration (OSHA) regulations and Air Force Manual (AFMAN) 91-203, Air Force Occupational Safety, Fire, and Health Standards, and shall be fully accounted for in the quoted seating configuration and total chair quantity. The offeror's quote shall include a detailed layout demonstrating compliance with this requirement.
Railing System: The Unit shall incorporate a comprehensive fall protection railing system. This railing system shall meet all applicable requirements for guardrails and fall protection as specified by OSHA and Air Force Manual (AFMAN) 91-203. The railing system shall be easily removed/installed or collapsible to accommodate the full telescoping function of the Unit. When the Unit is fully deployed for use, the railing system shall provide continuous, compliant fall protection along all open sides where a fall hazard exists, as defined by safety standards. The railing system shall be securely installed and removed without the use of specialized tools or has a collapsible mechanism that is intuitive and user-friendly.
Unit Footprint and Dimensions: The Unit shall fit precisely within the confines of Room 104, Building 1044, as defined by the following boundaries:
Width: The Unit shall be situated between the existing ramp located on the left side of the room and the wall on the right.
Depth: The Unit shall extend from the rear wall to the forward edge of the handrail of the existing ramp located on the left side of the room.
Obstruction and Clearance Requirements: The placement and operation (both deployed and retracted) of the Unit shall ensure continuous, unhindered access and clearance to critical safety and egress points. The Unit shall not obstruct the external door located on the right wall and shall not obstruct the fire pull lever located on the right wall of Room 104, Building 1044. All clearances and access pathways to the aforementioned door and fire pull lever shall be maintained in strict compliance with all applicable Occupational Safety and Health Administration (OSHA) regulations and Air Force Manual (AFMAN) 91-203, Air Force Occupational Safety, Fire, and Health Standards. The offeror shall provide a detailed layout solution demonstrating compliance with these requirements.
