About this file

This is a Statement of Need (SON) for the procurement of one TrailerCaddy Trailer Shifter, a commercial-off-the-shelf (COTS) 48-volt battery-powered trailer mover. The equipment must safely and efficiently maneuver semi-trailers and over-the-road trailers weighing up to 30,000 lbs within confined yard spaces. The primary procurement driver is to eliminate dependency on Commercial Driver's License (CDL)-certified operators, reduce fuel costs and maintenance overhead associated with traditional diesel yard trucks, and decrease localized carbon emissions and noise pollution. The requiring activity is a Department of the Air Force installation, and delivery is required within 45 calendar days of contract award.

The deliverables include eight items: the fully assembled TrailerCaddy Trailer Shifter unit, operator and maintenance manuals (hard copy and digital), standard commercial warranty documentation, a 600453-CD pintle hitchy assembly with chain drive, a 48V Lithium Battery Option (8 batteries), a king pin lighting kit, a footpath lighting kit, and custom crate labor and materials for shipping protection. All physical deliveries must occur no later than 45 days after contract award, while documentation must be provided at equipment delivery. Key specifications include a 48V system with lithium battery option, heavy-duty steel frame, AC digital controller with adjustable acceleration/braking, 0–1.6 mph forward/reverse speed, 10-inch hydraulic pump lift kit, and integrated safety features (safety stop switch, horn, strobe light, and air release system). The contract is subject to Department of the Air Force Occupational Safety and Health (AFOSH) standards, includes clauses addressing elimination of Class I ozone-depleting substances and health/safety on government installations, and provides an ombudsman for resolution of contractor concerns.

STATEMENT OF NEED (SON)

Project: Procurement of TrailerCaddy Trailer Shifter

1.0 Purpose:

The purpose of this contract action is to procure one (1) TrailerCaddy Trailer Shifter (or equal commercial item) to safely and efficiently maneuver semi-trailers and over-the-road (OTR) trailers weighing up to 30,000 lbs. This procurement directly supports the requiring activity’s logistics and supply chain mission by ensuring timely, safe, and cost-effective movement of heavy assets within confined yard spaces without the reliance on third-party shunting services or traditional diesel yard trucks requiring CDL-certified operators.

2.0 Scope or Mission:

The scope of this requirement includes the delivery of a heavy-duty, 48-volt battery-powered trailer mover capable of zero-emissions indoor and outdoor operation. The contractor shall provide the equipment, standard commercial warranties, and all associated operator and maintenance manuals required to integrate the equipment into the installation's ground support operations.

3.0 Period and Place of Performance:

Delivery of the equipment and associated documentation is required within 45 calendar days after contract award. Delivery and all operations will take place at

4.0 Background:

Currently, the movement of semi-trailers at the facility requires the use of standard diesel yard trucks and operators holding a Commercial Driver’s License (CDL) and valid health card. This incurs significant fuel costs, maintenance overhead, and limits operational flexibility due to driver availability. The TrailerCaddy Trailer Shifter (Information available at:

https://www.djproducts.com/product/trailercaddy-trailer-shifter/) has been identified as a Commercial-Off-The-Shelf (COTS) solution that costs approximately one-quarter of a traditional diesel truck and allows any trained personnel to maneuver trailers forward-facing, drastically reducing safety risks and operational bottlenecks.

5.0 Performance Objectives:

The primary performance objectives are:

Provide a self-contained, battery-operated capability to move trailers up to 30,000 lbs in confined operational footprints.

Eliminate the necessity for CDL-certified drivers to perform routine yard shunting.

Reduce localized carbon emissions and noise pollution at the loading dock via the 48-volt electric system.

Ensure safe operation through forward-facing visibility and wagon-wheel steering mechanics.

Key features and specifications of the Terminal Tractor include:

• Capacity: 30,000 lbs

• Power: 48V system with a 48V Lithium Battery Option (8 Batteries)

• Frame: Heavy Duty Steel Frame

• Control: AC Digital Controller with adjustable acceleration/braking, neutral throttle braking, and a variable speed twist grip.

• Speed: 0-1.6 mph (Forward/Reverse)

• Lift: 10" Hydraulic Pump Lift Kit

• Wheels: 10" wide x 18" diameter steer wheel and a 10" wide x 18" diameter solid drive tire.

• Safety Features: Includes a safety stop switch, safety horn, safety strobe flashing light, and an air release system with a tank.

• Additional Options: The quote also includes a pintle hitch assembly, a tall king pin, a king pin lighting kit, and a footpath lighting kit.
