About this file

The Statement of Need (SON) details a requirement for the 60 MXS/MXMD (TMDE Flight) to acquire a replacement 3-Phase AC Voltage power supply for calibrating test equipment supporting U-2, F-15, F-16, C-130, and C-17 airframes. The power supply must operate off 120V/60Hz input power, produce single-phase and 3-phase outputs, and meet specific technical specifications including 320 Vrms, 3 kVA capacity, voltage range of 0-320V, and maximum frequency of 5000 Hz.

The document outlines detailed equipment and safety requirements, including capabilities for power line disturbance analysis, output sequencing, harmonic analysis, waveform generation, current protection, over/under-voltage monitoring, and control interfaces (LAN, USB, optional GPIB). The contractor must ship the equipment within 30 days after contract award to 60 MXS/MXMD at Travis Air Force Base in California, with the point of contact being TSgt Joshua A. Sweeney, reachable at 707-424-5873. The solicitation is issued by the Department of the Air Force Air Mobility Command under solicitation number FA442725Q1116.

Statement of Need (SON) For

60 MXS/MXMD (TMDE Flight) Description:

The 60 MXS TMDE Flight requires a replacement 3-Phase AC Voltage power supply. Currently the TMDE flight does not have an operational 3-phase power supply and is down a critical capability.

Scope

The power supply simulates aircraft power and is used to calibrate test equipment supporting U-2, F-15 and F-16, C-130 and C-17 airframes. The power supply must be able to sustain power for calibration and the maintenance for test sets. The power supply must be able to operate off 120V/60Hz input power as there are issues in the laboratory with nearly all 3-phase and single phase 400Hz facility outlets. The power supply must be capable of producing both single-phase and 3-phase outputs.

This statement of need is not a request for fixing facility outlets; this request is for a stand-alone piece of equipment that is required regardless of the issues with the outlets.

The Contractor Shall Provide the Following:

1. Equipment

- Power Line Disturbance

- Output Sequencing

- Harmonic Analysis

- Built-In Waveform Generation

2. Safety

- Current Protection, Over, and Under-Voltage

- Output Inhibit Programming

- Soft Start / Stop Function

- Analog And Digital Control

- Lan (Lxi Core), USB, And Optional GPIB

2. Salient Characteristics:

- Capable of providing single phase and 3-Phase AC Voltage outputs

- 320 Vrms (Volts Root Mean Square)

- 3 kVA (Kilovolt-ampere)

- Voltage Range: Min. - 0V, Max - 320V

- Frequency Max: 5000 Hz

- Operate off 120V/60Hz input power

3. Shipping

1. Ship within 30 days after award of contract.

4. Delivery

1.1 Deliver equipment to the following address:

60 MXS/MXMD

360 RAGSDALE STREET BLDG 804

TRAVIS AFB, CA 94535-2546

1.2 POC:

TSgt Joshua A. Sweeney 707-424-5873
