STATEMENT OF NEED:

Title: AC130J Annual vehicle leases

Requiring Activity Name: 58 Special Operations Wing

1.0 Scope

Vehicle will be use to fill the authorization for the AC130J beddown until permit assets will be sourced and purchased.

1.1 Background

New mission to support personnel and cargo for the AC-130Js. these vehcile will be use for maintenance and for transport of the students. If we cannot access the aircraft by vehicle due to vehicle limitations we will be forced to generate an aircraft for support, this takes away from training and leaves aircrew and an aircraft stranded for up to 12 additional hours due to crew rest and aircraft availability constraints.

1.1.1 Objectives

To lease the 7 Vehicles for 1 year.

1 - 1Ton Stake and plate forms truck (1-377 MXS AMMO) 1 - 2.5 Ton Stake and plate forms truck (1-377 MXS AMMO) 1 - 1/2 Ton Crew cab pick up truck (58 AMXS) 2 - Cargo vans (1-58 OSS, 2-58 AMXS) 2 - 15 Paxs Vans (2-58 OG)

2.0 Delivery and Setup

2.1 Item: 7 Lease vehicles.

Provider a deliver, and complete an inspection for any damage to the vehicle.

Delivery/Pickup of Items and Service identified above shall be made to the following location:

377th Logistics Readiness Squadron

Attn: 377 LRS/LGRV

Kirtland AFB, NM 87117

Pickup date and time for vehicles shall be approximately 30 days after contract award between 0700 to 1600 Monday-Friday. Further instructions will be provided by the POC to the contractor.

3.0 Inspection and Acceptance

The Delivery POC is responsible for inspection and acceptance of all items, incoming shipments, documents, and services.

4.0 Additional Information

4.1 Routine Services to include oil changes, tire rotations, non-routine maintenance and/or repairs if arise will be completed by the contractor. The contractor will also be responsible for any repairs relating to normal wear and tear on the vehicles. If any vehicle is in an accident or is in need of repairs due to negligence per AFI 24-302 Kirtland Sup., the unit would be reasonable for funding the repairs.

4.2 Estimated Monthly Mileage during the period of the contract is around 200 to 500 miles each month.

4.3 Anticipated Vehicle Drop Off upon contract completion date is 0700 to 1600 Monday- Friday. Further instructions will be provided by the POC to the contractor.
