About this file
This is a Statement of Need for the procurement of a Mobile Storage Unit by the Department of the Air Force at Kirtland Air Force Base (KAFB), New Mexico.
The government seeks to purchase, deliver, and install a new Mechanical Assist Mobile System (6'x14.5'x8.67') to replace two aging vertical carousel storage assemblies in the Weapons Support section that present safety hazards due to non-functional emergency stop functions and severe malfunction risks. The manufacturer no longer produces parts for the existing equipment. The contractor must provide all equipment, personnel, transportation, and tools necessary for delivery and full installation. All equipment must be new, commercial-grade, and heavy-duty suitable for high-volume military use, consisting of 10 sections with 6 shelves each (60 total shelves of equal size). Each shelf must be rated to support 400 pounds and equipped with minimum dual safety mechanisms—one primary built into the design and one external secondary to physically prevent shelf movement. The contract specifies delivery within 60 days after receipt of order to KAFB, with the contractor responsible for inside delivery, full assembly, complete on-site installation, calibration, and preparation for immediate use upon departure. The contractor must provide standard commercial warranty covering parts and labor for defects in material and workmanship, along with warranty documentation upon installation completion. Additionally, the contractor is responsible for obtaining all necessary vehicle passes and base access credentials, coordinating with the Delivery Point of Contact at least 72 hours prior to delivery, removing and disposing of all shipping materials and debris, and complying with Department of the Air Force Occupational Safety and Health Standards and health and safety requirements during performance on the government installation.

The government requires secure, accessible, and adequately maintained storage facilities to house a Mechanical Assist Mobile System to maintain mission readiness and alleviate space constraints at This is a direct replacement for 2 vertical carousel storage assemblies embedded in the Weapons Support section. These 2 on hand have been in use for decades but were discovered to not have working emergency stop functions, presenting a safety hazard. One experienced a severe malfunction that had the potential to cause the assembly to burst apart if operated, furthering the safety concern. The manufacturer was contacted for troubleshooting and repair procedures, and it turned out that they no longer make parts for the model owned by the squadron.
1.2 Objectives
A major storage system, such as the Mechanical Assist Mobile System, is essential to the
Flight’s effectiveness, given the limited space available to contain and account for all necessary equipment, tools, and expendables needed to perform weapons maintenance. Without one, additional real estate would be required. In terms of cost-effectiveness, timeliness, and feasibility, procuring a replacement for the vertical carousel storage assemblies is the most viable option. This equipment allows for support technicians to keep up with the demands of the maintenance schedule and optimize the use of man hours.

The contractor shall provide the products specified below. All equipment must be in new condition (no refurbished or used equipment) and must be heavy-duty, commercial-grade suitable for high-volume military use. There must be 10 sections with 6 shelves for each; totaling 60 shelves installed and all of equal size. Each shelf shall be rated to support 400 pounds.
