Laboratory Document Control and Continuing Education Performance Work Statement 28 Nov 2022

Period of Performance:

Base Year: 01 Feb 23 to 31 Jan 23
Option Year 1: 01 Feb 24 to 31 Jan 24

Option Year 2: 01 Feb 25 to 31 Jan 25

A. Objectives

1. Contractor shall provide an all-encompassing service to include:

a) Multi-Laboratory (Sites) Accounts (DGMC & ASWBPL-West)

b) Medical Laboratory Continuing Education (DGMC & ASWBPL-West)

c) Histology Continuing Education (DGMC)

d) Medical Laboratory Technician (MLT) exam simulator (DGMC)

e) Histology Technician (HT) exam simulator (DGMC)

f) Operating Instruction Document Control (DGMC & ASWBPL-West)

g) Personnel Documentation (DGMC & ASWBPL-West)

h) Personnel Competency Management (DGMC & ASWBPL-West)

i) Standard Support (DGMC & ASWBPL-West)

B. Required Services

1. Individual and separate MediaLab site accounts (1 DGMC Lab and 1 ASWBPL-West)

2. Medical Laboratory Continuing Education must be available for a minimum of 100 DGMC users and a minimum of 13 ASWBPL-West Users.

3. Histology Continuing Education must be available for a minimum of 10 DGMC users.

4. Medical Laboratory Continuing Education courses must cover topics in the following areas for both DGMC & ASWBPL-West users: Blood Banking, Chemistry, Hematology, Lab Safety, and Microbiology.

5. Histology Continuing Education courses must cover topics in the following areas for DGMC: Lab Safety and Histology.

6. Medical Laboratory Technician exam simulator must be available for a minimum of 15 DGMC users.

7. Histology Technician exam simulator must be available for a minimum of 4 DGMC users.

8. Personnel Documentation must be available for a minimum of 100 DGMC users and 25 ASWBPL-W users.

9. Personnel Documentation must be capable of maintaining personnel records to include the ability to upload documents (such as licenses or diplomas) for both DGMC & ASWBPL-West.

10. Document Control must be available for a minimum of 100 DGMC users and 25 ASWBPL-West users.

11. Document Control must include version management, annual review tracking and technician review notification for DGMC & ASWBPL-West users.

12. Document Control must be capable of maintaining operating instructions online DGMC & ASWBPL-West users.

13. Document Control must allow for printed controlled copies of all Operating Instructions and associated documents for both DGMC & ASWBPL-West users.

14. Ability to define access privileges by users, user passwords, ability to inactivate users, and ability to add users up to the maximum number of seats purchased for both DGMC & ASWBPL-West users.

15. All Continuing Education courses must meet or exceed American Society of Clinical Pathologists (ASCP) education requirements for maintaining certification within the Laboratory Medicine field All reagents for both DGMC & ASWBPL-West users.

16. Document Control and Personnel Documentation must meet or exceed College of American Pathologist (CAP), Clinical Laboratory Improvement Act (CLIA), The Joint Commission (TJC), Food and Drug Administration (FDA), Association for the Advancement of Blood & Biotherapies (AABB), International Organization for Standardization (ISO), About American Association of Laboratory Accreditation (A2LA), American Society for Histocompatibility and Immunogenetics (ASHI), Health Insurance Portability and Accountability Act (HIPAA), and Health Information Technology for Economic and Clinical Health Act (HITECH Act) standards for both DGMC & ASWBPL-West users.

17. Contractor must maintain the hosted site with the network running at least 95% of the time for both DGMC & ASWBPL-West users.

18. The Contractor will notify the local Laboratory administrator of scheduled network downtime at least 48 hours prior to outage to ensure adequate continuity of operating planning for both DGMC & ASWBPL-West users.

19. Contractor will provide telephone support during business hours Monday through Friday for both DGMC & ASWBPL-West users.

20. Competency Management service must allow for creation and customization of task competency checklists and tracking of deadlines and completion status for 100 users at a time for both DGMC & ASWBPL-West users.

C. Performance Standards

1. Quality of Service:

a) Technical Support, available Monday through Friday 0800 – 1500 PST.

b) Network uptime of at least 95% of the time.

2. Customer Satisfaction:

a) Meets/exceeds the expected performance characteristics for Document Control and Personnel Documentation as defined by federal law (i.e. the 1988 Clinical Laboratory Improvement Act (CLIA)); DoDI 6440.02, Clinical Laboratory Improvement Plan (CLIP); College of American Pathologist (CAP), The Joint Commission (TJC), and Food and Drug Administration (FDA), Association for the Advancement of Blood & Biotherapies (AABB), International Organization for Standardization (ISO), About American Association of Laboratory Accreditation (A2LA), American Society for Histocompatibility and Immunogenetics (ASHI), Health Insurance Portability and Accountability Act (HIPAA), and Health Information Technology for Economic and Clinical Health Act (HITECH Act) standards.
