About this file
This is a Statement of Need (SON) for journal publication services issued by the National Institute of Dental and Craniofacial Research (NIDCR), part of the National Institutes of Health. The project manager is Lu Wang, and the contracting officer is located in the Office of Acquisitions at the National Heart, Lung, and Blood Institute (NHLBI).
NIDCR requires support for the publication and dissemination of a dedicated special journal issue containing nine peer-reviewed articles spanning 65 pages. The procurement is classified as a new requirement and covers three primary cost components: online publication ($23,665), print production ($1,037.50 plus applicable tax and shipping), and permanent free-to-view open access ($4,000). The total project is designated as a sole source requirement. The deliverables include final, copyedited, and formatted versions of all articles published on the journal's digital platform with Digital Object Identifiers (DOIs) assigned to each article; permanent free-to-view access without subscription or paywall barriers on a stable platform; production and delivery of 50 full-color printed copies of the complete issue meeting professional publishing standards; and comprehensive documentation confirming publication status, access availability, and print delivery. All content must comply with federal public access policies and established peer-review and editorial standards. The publisher must provide itemized invoices reflecting agreed-upon costs for online publication, open access, and print production components.

The National Institute of Dental and Craniofacial Research (NIDCR) requires support for the publication and dissemination of a dedicated journal issue to ensure that research findings are broadly accessible, permanently available, and distributed to key stakeholders in alignment with federal public access and knowledge dissemination priorities.
The supported issue includes nine peer-reviewed articles (65 total pages) that collectively advance the scientific understanding of dental, oral, and craniofacial health. Timely and high-quality publication is essential to ensure that these findings reach researchers, clinicians, and policymakers who rely on current evidence to inform practice and future research.
Approximate costs include:
• Online publication ($23,665): Necessary to support editorial processing, peer review management, professional formatting, and digital hosting to ensure the integrity, visibility, and accessibility of the research.
• Print production ($1,037.50, plus applicable tax and shipping): Physical copies are needed for distribution to contributors, institutional stakeholders, and archival purposes, supporting outreach and documentation requirements.
• Permanent free-to-view access ($4,000): Ensures that all articles in the issue remain openly accessible without subscription barriers, directly supporting NIDCR’s commitment to public access to federally funded research and maximizing the impact of its investments.
Without these resources, dissemination would be limited, reducing the reach, usability, and long-term availability of the research outcomes. Providing support for publication and access is therefore essential to fulfill NIDCR’s mission to advance and share knowledge that improves dental, oral, and craniofacial health.
2. Technical Background and Contractual History 7.105 (a) (1)
☒ This is a new requirement (Describe Technical Background below)
☐ This is a follow-on requirement (Describe Technical Background and Contractual History below)
☐ Technical Background
Advances in dental, oral, and craniofacial research depend on the timely dissemination of rigorously peer-reviewed scientific findings. Specialized journal issues serve as an effective mechanism to curate high-impact research around a focused theme, enabling integration of diverse methodologies, datasets, and clinical insights into a cohesive body of knowledge.
The current issue comprises nine peer-reviewed articles spanning 65 pages, reflecting contributions from multiple investigators and institutions. These articles underwent standard editorial and peer-review processes to ensure scientific validity, methodological rigor, and relevance to the field. The content includes original research and/or reviews that address key topics in oral health, disease mechanisms, prevention strategies, and clinical applications.
Digital publication infrastructure is required to support manuscript processing, formatting, indexing, and long-term hosting on stable platforms to ensure discoverability through bibliographic databases and search engines. In addition, permanent open access functionality ensures that the content remains freely available to researchers, clinicians, educators, and the public, consistent with federal requirements for accessibility of publicly funded research.
Print production, while secondary to digital dissemination, provides a tangible format for targeted distribution, institutional archiving, and outreach to stakeholders who benefit from physical materials. Together, these technical components—peer review, digital publication, open access, and print distribution—form the foundation for effective scientific communication and knowledge translation in the dental and craniofacial research community.
