About this file
This is a Statement of Need for a surveillance system upgrade project at MacDill Air Force Base, 6th Security Forces Squadron (6 SFS), dated 5 March 2026.
The project involves installing six Axis Q6355-LE high-definition cameras distributed across three direct-buried camera poles (10 feet above finished grade) along the southwest perimeter to enhance security monitoring and threat detection capabilities. The contractor shall provide all materials, tools, and labor for complete system installation and integration. Required equipment and components include: six Axis Q6355-LE cameras with enterprise licenses, an S12 rack recording server, an Axis 24-channel PoE switch, a managed PoE++ switch, pole mounts, cabinets with power and media conversion equipment, surge protectors, and RJ45 field connectors. Infrastructure requirements include a single 2-inch communications conduit along the perimeter fence with 24"x36" quazite boxes for fiber splicing at each pole, dedicated 2-inch conduits with #4 conductors supplying power to each pole, three 20A GFCI outlets at media converter boxes, and three 11"x18" quazite boxes for electrical wire and splice housing. Fiber connectivity comprises OS2 indoor/outdoor fiber installation at each camera location with fusion splicing at each pole and Tellabs optical network terminals (ONT) for fiber consolidation and distribution.
Contractor responsibilities include system installation, electrical and communication setup, integration into existing security infrastructure, testing and validation of all components (camera functionality, network connectivity, power distribution), and training for security personnel on system operation, fiber maintenance, and troubleshooting. The system shall be covered by a five-year warranty with ongoing technical support and software updates. The projected delivery schedule is 75 calendar days after receipt of order, encompassing design, material delivery, installation, and configuration.

Statement of Need
6 SFS
MacDill AFB SW Perimeter Coverage
5 March 2026
Background
6 SFS is upgrading its surveillance system to enhance its perimeter security. The project includes the installation of 6 high-definition Axis Q6355-LE cameras, distributed across 3 camera poles. This expansion will ensure high-quality video capture and improve real-time monitoring capabilities, further strengthening the facility’s ability to detect and respond to potential security threats.
The installation will involve integrating the new cameras with the existing security infrastructure and providing the necessary electrical, fiber, and communication systems to ensure continuous operation. In addition, the system will be designed to offer scalability, supporting future camera additions and network expansions as needed.
Scope
The contractor shall provide all necessary materials, tools, and labor to install and integrate the following components:
• Axis Cameras: A total of 6 Axis Q6355-LE cameras will be installed across 3 poles (2 cameras per pole, with a total of 3 poles). The cameras will provide high-definition surveillance for critical areas.
• Licensing & Equipment: The system will include Axis enterprise licenses for the cameras, an S12 rack recording server, an Axis 24-channel PoE switch, and a managed PoE++ switch for network connectivity.
• Mounting & Electrical Setup:
• Pole mounts, cabinets with power and media conversion equipment, surge protectors, and RJ45 field connectors will be provided to support the installation.
• 3 direct-buried camera poles, each standing 10 feet above finished ground/grade, will be installed to support the cameras.
• A single 2” conduit will be used for communications along the perimeter fence, with 24”x36” quazite boxes for fiber splicing at each pole location.
• Power connections will be made from the splice box to the media converter box at each pole.
• A 20A GFCI outlet will be installed at each media converter box (3 total).
• A dedicated 2” conduit with #4 conductors will supply power to each camera pole.
• An 11”x18” quazite box will be installed at each pole to house electrical wires and splices.
• Fiber Connectivity & Splicing:
• Site circuits will connect to existing panels.
• OS2 indoor/outdoor fiber will be installed for each camera location, ensuring high-speed data transmission.
• Fusion splicing will be performed at each camera pole to ensure reliable fiber connections.
• Tellabs optical network terminals (ONT) will be installed at each camera pole for fiber consolidation and distribution.
Vendor Requirements
The contractor shall be responsible for the following:
System Installation: Installation of 6 Axis Q6355-LE cameras, network switches, power systems, and fiber optic connections as per design specifications.
Electrical and Communication Setup: Complete installation of conduit systems, media converters, surge protectors, fiber splicing, and power connections for reliable operation.
System Integration: Integration of the new cameras into the existing security infrastructure to ensure smooth operation and continuous monitoring.
Testing and Validation: Testing of all system components, including camera functionality, network connectivity, and power distribution, to ensure proper operation.
Training: Provide training for security personnel on system operation, including camera management, fiber maintenance, and troubleshooting.
Warranty and Support: The system, including cameras, servers, switches, and infrastructure, will be covered by a five-year warranty. Ongoing technical support and software updates will be provided to ensure system reliability.
