About this file
This Statement of Need outlines requirements for warehouse shelving at the Marine Operations Center - Pacific Islands (MOC-PI) facility, a 12,000 square foot warehouse located in Building 184 at Joint Base Pearl Harbor-Hickam. The technical specifications call for 30 units of 9'x10'x42" Wire Mesh Deck shelving units with 4 levels (4,000 lbs minimum capacity each) and 2 units of 8'x10'x42" Wire Mesh Deck Secure Cage units with 3 levels.
The file includes detailed layout diagrams showing the planned arrangement of shelving units across three areas, with specifications for column protectors and end-of-aisle protection on all units. Installation must occur in at least two phases to allow for equipment transfer, and includes all labor, delivery and transportation. The project aims to increase pallet storage capacity by 40% to accommodate growth from the addition of the vessel Oceanographer and expanded mission parameters for the Oscar Elton Sette. A site visit is required for accurate understanding of the proposed layout.

STATEMENT OF NEED
MOC-PI Warehouse Shelving
Purchase Request Number
PURPOSE:
The Marine Operations Center - Pacific Islands (MOC-PI) warehouse is a 12,000 square foot facility located on Joint Base Pearl Harbor - Hickam (JBPHH) located on Ford Island in Building 184 (B184) at the NOAA Inouye Regional Center (IRC). B184 was a US Navy aviation spare parts storage facility for the aircraft carriers that sailed from Pearl Harbor before, during, and after WWII. In 2007 it was repurposed and retrofitted to house several offices and a warehouse space to house staff as well as the equipment of ships assigned to MOC-PI. The warehouse portion of B184 received minimal renovation, staying essentially the same as a large covered lay-down space, with shelving being installed along only one wall.
As MOC-PI is experiencing growth with the addition of the new multi-mission Class A vessel Oceanographer, as well as the addition of new and diverse mission parameters to the Oscar Elton Sette have strained the existing storage capacity of B184. Shelving units have been identified as a means to facilitate increased storage capacity without making structural changes or additional acquisition of space. Designs have been drafted which could increase our pallet storage capacity by 40%.
TECHNICAL SPECIFICATIONS:
