Statement of Need

Background The Offutt AFB Fire Department’s current vehicle extrication tool sets have reached the end of their service life. Frequent breakdowns, limited parts availability, and outdated battery technology have increased maintenance costs and extended response times during rescue operations. Reliable, interoperable tools are essential to ensure the safety of both victims and our crew.

Recommendation Procure two complete sets of the latest battery-powered extrication tools, including spreaders, cutters, and rams, all powered by batteries. These new sets will directly replace our outdated hydraulic units.

Key Benefits

· Compatibility

· Batteries must integrate seamlessly with existing cordless tools in station bays and on emergency vehicles, eliminating the need for additional chargers or battery platforms.

· Enhanced Performance

· Modern brushless-motor technology delivers faster cycle times, increased cutting force, and longer continuous runtime.

· Reduced Maintenance

· Fewer hydraulic components mean fewer serviceable parts and no risk of fluid leaks.

· Improved Safety

· Lightweight, ergonomic designs reduce firefighter fatigue and enhance precision during complex extrications.

Warranty and Local Support

· USA Forever Warranty

· Covers repair or replacement for the tool’s entire service life, provided we maintain ownership.

· Local Repair Capability

· A certified service center exists within proximity of Offutt AFB, ensuring rapid turnaround for any field repairs or warranty work and minimizing downtime. And provide a service contract.

Funding and Compliance In accordance with the FY25 Fire and Emergency Services Activity Management Plan, the Offutt AFB Fire Department is scheduled to receive new vehicle extrication tools. Funding is allocated in the FY25 capital equipment budget specifically for this purpose, ensuring compliance with base wide asset renewal strategies.

Conclusion Upgrading to two sets of battery-powered extrication tools align with our operational requirements, enhances responder safety, and leverages existing logistics infrastructure. The USA Forever Warranty and nearby service center guarantee long-term readiness. Approval of this acquisition will directly support Offutt AFB’s mission readiness and the safety of our community.
