About this file

This is a Statement of Need for window tint installation and replacement services at the Contrails Dining Facility (DFAC) located at Beale Air Force Base, California.

The Air Force requires commercial-grade exterior window tint installation on all glass windows and doors at the dining facility to address excessive solar heat, glare, and occupant discomfort. The contractor must remove existing aged and degraded window film and install replacement tint that meets specific performance standards: minimum 85% sunlight blockage, 99% UV rejection, one-way privacy capability allowing interior visibility while preventing exterior viewing during daylight, and a scratch-resistant coating rated for long-term outdoor exposure. The tint must have a neutral or smoke appearance consistent with Air Force facility standards. Installation work must be bubble-free, crease-free, and comply with manufacturer specifications and warranty requirements. The contractor shall provide all labor, materials, tools, and equipment necessary for completion. Installation hours are Monday through Friday, 7:30 AM to 7:00 PM at 2401 C Street, Building 2490, Beale AFB, CA 95903, with coordination required at least two weeks prior to work. The contractor must submit deliverables within 48 hours of completion, including product data sheets, warranty documentation, installation schedule, and before-and-after photos. Warranty requirements include a minimum 5-year manufacturer warranty for material defects and a 1-year workmanship warranty. Contractor personnel must obtain Entry Access List authorization, comply with base security and traffic regulations, and adhere to cellular phone operation policies.
