About this file
This document is a Statement of Need for a CCTV Camera System Refresh at Beale Air Force Base. The purpose is to provide full video coverage and recording capability for a high-stress, high-density environment with a sensitive mission. The current 10-year-old system is beyond end of life, requiring a complete upgrade including replacing 15 cameras, the head-end unit, infrastructure, and adding 4 additional cameras.
The requirements specify the new system must include outdoor cameras rated for outdoor use, Power over Ethernet (POE) capability, and 260+ degree pan and 180 degree tilt PTZ functionality. Indoor cameras must also have POE and PTZ capabilities. The system must include appropriate head-end, user/admin interface, hardware/software licenses, and digital storage with retrieval capability. Installation, configuration, and training for local users are also required. The government would like this upgrade delivered as soon as possible.

MEMORANDUM FOR 9 CONS/LGCB
FROM: 548 ISRG/SSO
SUBJECT: Statement of Need for CCTV Camera System Refresh
1. Purpose: Full view of the DGS II and real-time recording with visibility by the Security Office lis necessary for the safety of a high-stress, high density environment with a sensitive mission. Existence of a functional and comprehensive camera system lowers the risk or nefarious actors. An overlapping camera system further eliminates the possibility of human error by providing review capability and a constant 24/7 unblinking vantage point with post activity review capabilities. Furthermore, CCTV coverage of access points & avenues of approach to the SCIF are identified and required for SCIF Accreditation.
2. Background: The current system is 10 years old and beyond end of life with either broken cameras or cameras that deliver an outdated image capability. The related infrastructure, hardware, software, etc. need to be evaluated and updated to accommodate updated system.
During evaluation, contractor shall determine any additional repairs that need to be made and provide a quote to the contract POC. These additional repairs will constitute a modification to the contract.
3. Requirements: System upgrade to include replacing 15 cameras, head-end unit, infrastructure, supporting devices, and an addition of 4 cameras. Outdoor cameras must be rated for outdoor mounting and usage. There is no available power in all locations therefore the product must be POE (power of ethernet) capable. Must have PTZ capability of 260+ degree pan and 180 degree tilt. In the IGE, the estimates are separated into two categories of outdoor cameras and one category of indoor camera. The requirements remain the same for all cameras, but may be broken down into outdoor corner camera view, outdoor standard view, and indoor cameras, but the specifications must meet the aforementioned requirement. Indoor cameras must also be POE (power of ethernet) capable, and must have PTZ capability of 260+ degree pan and 180 degree tilt. We will also require system engineering, installation of all cameras, system configuration and training for local users. System must include appropriate head-end, user/admin, interface, hardware/software licenses, and digital storage with retrieval capability.
4. Delivery Date: As soon as possible.
