About this file
This is a Statement of Need for a comprehensive management program for the 55th Operations Support Squadron at Offutt Air Force Base. The contractor shall provide an integrated solution combining a flying hours management program and a fuel management transaction program that operates as a secure, web-based application within a .MIL cloud environment. The system must possess an existing Authority to Operate (ATO), be designated as an Air Force System of Record, and serve as a DoD-identified authoritative data source. The contractor must supply certified developers and trainers, ensure the system can be updated to accommodate evolving requirements, and provide complete setup, installation, and user training through certified trainers.
The flying hours management component must deliver collaboration, forecasting, tracking, and management tools spanning from command level to the 55th Wing, including actual hours tracked against forecasted hours, unit hours and funding distribution, error identification and tracking, trend analysis capabilities, mission code validation and maintenance, and automated monthly execution reports suitable for senior leadership presentation. The fuel management transaction program must support the WRDCO and the entire 55th Wing fleet at Offutt AFB, Nebraska, and Davis-Monthan, Arizona, providing digital CAC signature capabilities for monthly memos per AFI 11-253, program overview summary grids for both aircraft accounts, centralized data imports with weekly EEBS data validation, transaction data history maintenance, automated alerts for over-fueling, duplicate transactions, and over-billing, and the ability to reconcile the entire 55th Wing fleet of aircraft.
